Title: To authorize the City Auditor to create a subfund to be named Delinquent False Alarm Fees within Collection Fees Fund 295 for the deposit of delinquent false alarm fee collection receipts, and to declare an emergency.

Explanation

 

     The City Attorney's office has entered into contracts with two (2) outside collection agencies to collect delinquent accounts receivable owed to various City Divisions.  The Two (2) agencies are successfully collecting for the Divisions of Income Tax, Electricity, Water, Transportation, Weights and Measures, and others.  The Licensing Section would like to submit their delinquent false alarm fees and permit/license fees for collection.  To that end, the City Attorney is requesting that the Auditor allocate additional funds to the Collection Fees Special Revenue Fund 295, from which the invoices for collection services are paid.

 

Fiscal Impact:  This arrangement will bring more money into the General Fund. 

 

 

Title

 

To authorize the City Auditor to create a subfund to be named Delinquent False Alarm Fees within Collection Fees Fund 295 for the deposit of delinquent false alarm fee collection receipts, and to declare an emergency.

 

Body

 

Whereas, it is necessary to create a subfund within the Collection Fees Fund 295 for the deposit of delinquent false alarm fees, and the payment therefrom, of collection services invoices, and

 

Whereas, an emergency exists in the usual daily operation of the City in that in order to ensure the further preservation of the public health, peace, property, safety and welfare, the Licensing Section would like to utilize the services of a collection agency in the hopes that this action will act as a deterent to future false alarms at the earliest possible date, now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS

 

Section 1.  That the City Auditor is authorized to create a sub fund (004) to be named  Delinquent False Alarm Fees within the Collection Deposits Fund 295.

 

Section 2.  That the City Attorney (or his designee) shall deposit funds collected by authorized collection agencies from delinquent false alarms fees and other delinquent permit,  licensing,  or other fees owed the Licensing Section, into both the City's General Fund and the Delinquent False Alarm Fee Sub Fund (004) in a ratio equal to the current contractually agreed upon collection rates.  That the City Attorney (or his designee) shall pay the collection agencies, upon presentation of an invoice, based on the contractually agreed upon rates.  Revenues equal to the collection rate shall go into the Collection Fees Fund 295 while the balance of the revenues collected shall be deposited into the General Fund. 

 

Section 3.  That monies contained in the fund project created in the Collection Fees Fund Sub Fund by this ordinance shall be deemed appropriated to the Department of the City Auditor 22-01, and to accounting codes as designated by the City Auditor and that no order shall be drawn or money paid except by voucher approved by the City Auditor. 

 

Section 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
