Explanation
BACKGROUND:  
The City of Columbus web servers are currently hosted by Resource One Computer Systems, Inc., associated with Ordinance 2092-2003, passed by Council on October 6, 2003.  This ordinance will allow the Department of Technology to enhance existing internet security; to continue ongoing support, professional and other related services, necessary to maintain operation of various citywide internet web services.  These services include but are not limited to: the ability to pay for permits on line, ability to pay water bills on line, allow citizens to search for bike paths, and rent recreational facilities.  Under the previous agreement the City contracted with IUpload as a subcontractor for Resource One Computer Systems, Inc.  This legislation request permission to waive competitive bidding, to allow continuation of support and related services, from IUpload, the current provider of services needed for the web-hosting.
The following companies, and associated cost elected to provide various services for this project are as follows:

EMERGENCY DESIGNATION:
Emergency action is requested due to the immediate need to modify and extend contracts with the following companies, IUpload, Resource One Computer Systems, Inc., and Plannet Group, LLC to continue with services without interruption that are necessary to support daily web-hosting operation activities.
 
FISCAL IMPACT:
In 2005 the Department of Technology identified $270,000.00 for this service, however, operations and maintenance costs for February 1, 2005 through January 20 2006 totaled $192,252.00  During fiscal year 2006, funding in the amount of $270,000.00 was indentified for this service.  Under the previous agreement the City contracted with IUpload as a subcontractor for Resource One Computer Systems, Inc.  This legislation request permission to waive competitive bidding.  The Department of Technology respectfully requests to extend the contract period to end on 4/30/2008.  Funding in the amount of $185,145.00 is available in the 2007 Department of Technology information services fund E-Gov budget.  The aggregate total of $185,145.00 consists of the following:

WHEREAS, currently, the City's web servers are hosted by Resource One Computer Systems, Inc.; associated with Ordinance 2092-2003, passed by Council on October 6, 2003; and
WHEREAS, the Department of Technology respectfully requests to extend the contract period to end on 4/30/2008; and    
WHEREAS, this ordinance will allow the Department of Technology to continue existing internet services as enhanced security; to continue ongoing support, professional and other related services, necessary to maintain operation of various citywide internet web services; and
 
WHEREAS,  this legislation requests permission to waive competitive bidding to allow continuation of support and related services and to allow the Department of Technology to create savings by working directly with the vendor, IUpload; and    
 
WHEREAS, an emergency exists in the usual daily operation of the city in that it is immediately necessary to modify and extend contracts with IUpload, Resource One Computer Systems, Inc. and Plannet Group, LLC to continue vital E-Gov services to avoid any potential service interruption and to authorize this expenditure or so much thereof as required; for the preservation of public health, peace, property, safety and welfare; now, therefore:
 
 
      BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
SECTION 1: That the Director of the Department of Technology be and is hereby authorized to modify and extend contracts for web-hosting and related professional services with Resource One Computer Systems, Inc., IUpload and Plannet Group for support and related services, in an amount not to exceed $185,145.00.
 
SECTION 2: That the expenditure of $185,145.00 or so much thereof as may be necessary is hereby authorized to be expended from:

SECTION 3.  That the provisions of Sections 329.13 and 329.14 of the Columbus City Code are hereby waived.
 
SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in full force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
