Explanation

 

BACKGROUND:  This ordinance authorizes the appropriation and expenditure of up to $583,633.20 of the 2022 and 2023 Housing Opportunities for People with AIDS (HOPWA) entitlement grants from the U.S. Department of Housing and Urban Development (HUD) and to modify a Subaward Not-for-Profit Service Contract with Equitas Health Inc., in an amount up to $583,633.20, to add additional funds to provide HOPWA services to the community for the remainder of program year 2023.

The HOPWA program provides for the implementation of long term comprehensive strategies for meeting the housing needs of low income persons with HIV/AIDS and their families.  Eligible services/activities include providing housing information services; resource identification; acquisition, rehabilitation, conversion, lease, and repair of facilities to provide housing and services; new construction of housing units; project or tenant based rental assistance; short term rent, mortgage and utility payments; supportive services; technical assistance and administrative support. 

 

Equitas, a not for profit corporation, is a provider who specializes exclusively in assisting income eligible individuals/households living with HIV/AIDS in the eight county EMSA.  The contract for program year 2023 is for the fourth year of a five year contract period.  These additional funds will allow the agency to assist 24 additional people this year.

 

These services are being contracted out as the department does not have the resources to manage this program internally.

 

This legislation represents appropriation for a part of the HOPWA portion of the HUD FY 2022 Annual Action Plan and Draft FY 2023 Annual Action Plan, per Ordinances 2800-2021 and 3353-2022 respectively.

 

Contract Compliance:  the vendor number is 004721 and expires 1/25/2024.

 

Fiscal Impact: $116,614.00 is available from the 2022 HOPWA Grant (G442201) and $467,019.20 is available from the 2023 HOPWA Grant (G442203).

Body

 

WHEREAS, the City of Columbus is a participating jurisdiction of the U.S. Department of Housing and Urban Development; and

 

WHEREAS, the City of Columbus is the recipient of the Housing Opportunities for People with AIDS (HOPWA) entitlement grant from the U.S. Department of Housing and Urban Development; and

 

WHEREAS, the Columbus City Council has approved the HUD FY 2022 Annual Action Plan and Draft FY 2023 Annual Action Plan, per Ordinances 2800-2021 and 3353-2022 respectively; and

 

WHEREAS, Equitas Health Inc. is a provider who specializes exclusively in assisting income eligible individuals/households living with HIV/AIDS in the eight county EMSA; and

 

WHEREAS, additional funds are needed for Equitas Health Inc. to provide services through the end of program year 2023 and to increase the number of people served; and

 

NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2023, the sum of $116,614.00 is appropriated in Fund 2220 (General Government Grant Fund), from Dept-Div 44-10 (Housing), G442201 (2022 HOPWA), object class 03 (Services) per the account codes in the attachment to this ordinance.

 

SECTION 2.  That the expenditure of $116,614.00 or so much thereof as may be needed, is hereby authorized in Fund 2220 (General Government Grant Fund), from Dept-Div 44-10 (Housing), G442201 (2022 HOPWA), object class 03 (Services) per the account codes in the attachment to this ordinance.

 

SECTION 3. That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2023, the sum of $467,019.20 is appropriated in Fund 2220 (General Government Grant Fund), from Dept-Div 44-10 (Housing), G442203 (2023 HOPWA), object class 03 (Services) per the account codes in the attachment to this ordinance.

 

SECTION 4.  That the expenditure of $467,019.20  or so much thereof as may be needed, is hereby authorized in Fund 2220 (General Government Grant Fund), from Dept-Div 44-10 (Housing), G442203 (2023 HOPWA), object class 03 (Services) per the account codes in the attachment to this ordinance.

 

SECTION 5.  That the Director of the Department of Development is hereby authorized to modify a Subaward Not-for-Profit Service Contract with Equitas Health Inc. to add additional funds, in an amount up to $583,633.20, to provide HOPWA services to the community for the remainder of 2023.

                     

SECTION 6.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

                                          

SECTION 7.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 8.  At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 9.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
