Title: To authorize City Council to enter into contract with the Tray Lee Center for youth services; to authorize the appropriation and expenditure of $20,000.00 from the Neighborhood Initiatives Fund; and to declare an emergency. ($20,000.00)
 
BACKGROUND:  This legislation authorizes the appropriation of Neighborhood Initiatives Funds monies to City Council to enter into contract with the Tray Lee Center for youth services and operational support.  The Tray Lee Community Center was established in 1956 in the American Addition which is among theoldest African American communities in Central Ohio.  The Center provides facilities as well as educational and recreation programs for the youth and families of the neighborhood. The total amount of this contract is $20,000.00.  Council deems this an appropriate use of General Fund monies.
 
FISCAL IMPACT: Council amended the 2012 budget to allow for this expenditure.

WHEREAS, This legislation authorizes the appropriation of Neighborhood Initiatives Funds monies to City Council to enter into contract with the Tray Lee Center for youth services and operational support; and
WHEREAS, The Tray Lee Community Center was established in 1956 in the American Addition which is among theoldest African American communities in Central Ohio; and
 
WHEREAS, The Center provides facilities as well as educational and recreational programs for the youth and families of the neighborhood; and
 
WHEREAS, City Council amended the 2012 budget to further emphasize that the importance of making strategic investments in projects that will ultimately improve the quality of life within the City, and Council deems this project an appropriate use of $20,000.00; and
 
WHEREAS, an emergency exists in that it is immediately necessary to appropriate and expend funds to support the efforts of the Tray Lee Center, and for the preservation of the public health, peace, property, safety and welfare; now therefore,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1.  That the City Auditor be and is hereby authorized and directed to appropriate $20,000 in the Neighborhood Initiatives Fund, Fund 018, to City Council Department No. 20-01, Object Level One 03, Object Level Three 3337, OCA Code 200018.
SECTION 2.  That City Council is hereby authorized to contract with the Tray Lee Center and directed to expend said funds  to provide programming which promotes positive development for youth and families.
 
SECTION 4.  That this contract is awarded pursuant to Section 329.15 of the Columbus City Codes, 1959 as amended.
 
SECTION 5. That for the reason stated in the preamble here to, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
