Explanation
 
BACKGROUND: This legislation authorizes the Director of the Mayor's Office of Education to enter into contract with various community organizations. These organizations will provide After School programming from February 4 to June 15, 2008. Our programs serve Columbus Public School students from low and moderate income families. Programming is designed to give children a strong sense of self worth, academic ability and community responsibility.
 
FISCAL IMPACT: Dollars have been allocated in the 2008 General Fund budget in the amount of $370,000.00 for After School  programming for the entire year. In 2008 we will have 2 sets of contracts. The first set  will be from February to June. The second  set will be from September to December 2008.
 
 
Title
 
To authorize the Director of the Mayor's Office of Education to enter into contract with the listed community agencies to provide After School programming services; to authorize the expenditure of $157,773 from the General Fund and to declare an emergency. ($157,773.00)
 
 
Body
 
WHEREAS, the Director of the Office of Education desires to enter into contracts with various community organizations; and
 
WHEREAS, various community agencies will provide after school services and programming throughout the community; and
 
WHEREAS, it is important to provide youth programming opportunities with high standards including components such as academic assistance, enrichment activities, prevention units, recreation and socialization, strong family involvement and nutritious food service; and.
 
WHEREAS, the Director of the Mayor's Office of Education desires to expend monies from the General Fund, 010
 
WHEREAS, an emergency exists in the usual daily operation of the City of Columbus in that it is immediately necessary to expend such funds for the preservation of public heatlh, peace and property and safety; NOW, THEREFORE,
 
                                                           BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Director of the Mayor's Office of Education be and is hereby authorized to enter into contract with the community organizations listed in Section 3.
 
Section 2. The contract period will be from February 4, 2008 through June 15, 2008.
 
Section 3. That for the purpose stated in Section 1, the expenditure will be from the Office of Education Division 40-04, General Fund 010, OCA 404004 Object Level 03-3336, $157,773.00 as shown below.
 
                     Columbus Urban League                     $22,222.00
                     Gladden Community House                $27,777.00
                     Revival Development Corporation    $22,222.00
                     YMCA Fairwood                                  $21,388.00
                     YMCA Southwood                              $21,388.00
                     YWCA Trevitt                                      $21,388.00
                     YWCA Wedgewood                           $21,388.00
 
Section 4. That these contracts are awarded pusuant to Section 329.15 of the Columbus City Code, 1959 as amended.  
 
Section 5 That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is herby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
