Explanation
This ordinance authorizes the City Clerk to enter into a grant agreement with the Affordable Housing Trust for Columbus and Franklin County (AHT) to support the Building Small event. Building Small will be a three-day event series designed to inspire, educate, and connect Central Ohio’s housing stakeholders around small-scale development strategies.
The series will feature Jim Heid, founder of Building Small and nationally recognized leader in small-scale, community-based development. The event will showcase development strategies, highlight examples from across the U.S., explore barriers, and identify actionable local solutions as a way to equip emerging developers with tools, frameworks, and peer-learning opportunities to advance their next projects.
The Affordable Housing Trust for Columbus and Franklin County (AHT) combines public and private funding through a variety of sources to support the development of housing within the City and has supported an Emerging Developers Accelerator Program (EDAP), which aims to increase the number of affordable housing units by building developer pipelines (Ordinance 0595-2023).
Funding may support personnel costs, equipment costs, or marketing costs. These include but are not limited to event rentals, contracts with speakers, and materials. No funds will be used for the purchase of food or beverages. This ordinance authorizes the reimbursement of costs incurred prior to the creation of the purchase order.

To authorize the City Clerk to enter into a grant agreement with the Affordable Housing Trust for Columbus and Franklin County (AHT) for a Building Small event series; and to authorize an expenditure within the Neighborhood Initiatives subfund. ($20,000.00)
Body
WHEREAS, the Affordable Housing Trust for Columbus and Franklin County is a non-profit organization that supports affordable housing development; and
WHEREAS, Columbus City Council seeks to support the growing pipeline of affordable housing developers and small-scale housing development; and
WHEREAS, it is necessary to authorize the City Clerk to enter into a grant agreement with the Affordable Housing Trust for Columbus and Franklin County for a Building Small event series; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the City Clerk is hereby authorized to enter into a grant agreement with the Affordable Housing Trust for Columbus and Franklin County to sponsor the Building Small event series and to authorize the reimbursement of costs incurred prior to the creation of that purchase order.
SECTION 2. That the expenditure of $20,000 or so much thereof as may be needed pursuant to the action authorized in SECTION 1 of this ordinance, is hereby authorized in the Neighborhood Initiatives subfund per the accounting codes in the attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the city Auditor is authorized to make any accounting changes to revise the funding source for all contracts of contract modifications with this ordinance.
SECTION 5. That this ordinance shall take effect at the earliest date allowable by law.
