Explanation
BACKGROUND: This ordinance authorizes the Finance and Management Director to enter into a custodial services contract with Dove Building Services Inc for the Fleet Management Division, located at 4211 Groves Road in the amount of $23,596.00. This contract meets the requirements of the City Code regarding responsible contracting.
Formal proposals were solicited on November 11, 2011. Eight companies submitted proposals on January 6, 2012 as follows (3 MBE):

It is the recommendation of the Fleet Management Division to award this contract to the most responsive and responsible bidder, Dove Building Services Inc . The apparent low bidder, Shining Company, was non responsive because they could not provide any local references for a similar facility. The apparent second lowestt bidder, Keswick Enterprises, did not provide information regarding their work experience as required in the bid specifications.
Emergency Action is requested to ensure custodial services begin in April 2012.
FISCAL IMPACT: Funding for custodial services was budgeted at $30,000.00 for 2012. Dove Building Systems contract compliance number is 31-0918594 which expires 10/31/2013.
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

WHEREAS, it is necessary to contract for custodial services for the Fleet Management Division facility located at 4211 Groves Road; and
WHEREAS, the Fleet Management Division formally bid for custodial services; and
WHEREAS, it is the recommendation of the Fleet Management Division to award the contract to the most responsive and responsible bidder, Dove Building Services Inc.
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Fleet Management Division in that it is immediately necessary to authorize the Finance and Management Director to contract with Dove Building Services Inc for custodial services at the Fleet Maintenance facility located at 4211 Groves Rd, thereby preserving the public health, peace, property, safety, welfare; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director is hereby authorized to contract for the Fleet Management Division with Dove Building Services Inc for custodial services at the Fleet Maintenance facility at 4211 Groves Road.
SECTION 2. That the expenditure of $23,596.00, or so much thereof that may be necessary in regard to the action authorized in Section 1, be and is hereby authorized and approved as follows:

SECTION 3. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
