Explanation
BACKGROUND: August 10, 2005
Canine "Marco II" a police dog was purchased by the Division of Police in October 2002. "Marco II" is being retired from active police service due to his ongoing health problems of severe degenerative disc disease and other neurological problems. "Marco II" was examined on August 2, 2005 by Dr. William Fenner, DVM and has recommended that "Marco II" be retired because of his experiencing debilitating and unpredictable pain as a result of his medical problems. Master Trainer Dan Bowman concurs with the recommendation that "Marco II" be retired.
It is recommended that "Marco II" be donated to Police Officer Dredrick Lane "Marco's" handler prior to accepting a new job. Officer Lane can provide a good home to this canine that has served the citizens of Columbus for the past three - (3) years.
FISCAL IMPACT:
Funds for a new canine was requested in the Division's 2005 General Fund Budget.

To authorize and direct the Finance Director to sell to Officer Dredrick Lane for the sum of $1.00 a police canine with the registered name of "Marco II " which has no further value to the Division of Police, and to waive provisions of the City Code-Sale of City Owned Personal Property. ($1.00)

WHEREAS, canine "Marco II" has been a faithful working police dog with the Division of Police since 2002; and
WHEREAS, canine "Marco's" retirement from active police service is due to his severe degenerative disc disease and other neurological problems; and
WHEREAS, no City of Columbus Government Agency except Police use canines; and
WHEREAS, it is in the best interest of the City that City Code 329.26 Sale of City-owned personal property be waived; and
WHEREAS, canine "Marco II" has been trained in police tactics, it would be in the City's best interest to provide the dog a good home during retirement in a public safety environment; and
WHEREAS, Officer Dredrick Lane "Marco's" handler prior to his transfer is able and willing to provide accommodations for this canine at his personal residence; and
WHEREAS, the City should allow this canine to be purchased by Officer Lane for the sum of $1.00; now therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
Section 1. That the Finance Director be and is hereby authorized and directed to sell a police canine with the registered name of "Marco II" (asset 28270) to Officer Dredrick Lane for the sum of $1.00.
Section 2. That the Council of the City of Columbus finds it is in the best interests of the City that City Code 329.26 Sale of City-owned personal property, be and is hereby waived to permit the sale of this specific police dog to Officer Dredrick Lane.
Section 3. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
