Explanation

 

BACKGROUND

 

This ordinance authorizes the Director of the Department of Technology (DoT) to modify and renew a contract with Brown Enterprise Solutions, LLC, for the purchase of Talend software licensing, maintenance, and support services for a cost of $498,588.24.

 

The Department of Technology and Columbus Water and Power (CWP) use Talend as a key component of the city's Data Management Platform (DMP). It is used to collect, organize, manage, and integrate data of different types from different origins and sources. Talend provides the city with a unique opportunity to correlate data, and “measure, monitor, and manage” data from different sources and departments to create a comprehensive profile of data, while protecting the privacy and the security of the data. Talend will provide the necessary technology to treat data as an asset which will contribute to data-driven decision making.

 

Ordinance 1652-2024 authorized the Director of the Department of Technology to enter into a contract with Brown Enterprise Solutions, LLC for Talend software licensing, maintenance, and support services. The contract was advertised through Vendor Services as RFQ027218, and awarded to Brown Enterprise Solutions, LLC, who was the lowest bidder. This original contract established and authorized contract language allowing for three (3) mutually agreed upon one-year renewals with the approval of City Council.

 

This ordinance authorizes the Director of the Department of Technology to modify the contract for additional licensing that is necessary immediately and renew the original contract for a total expenditure of up to $498,588.24.  This renewal is the second renewal for a period of twelve (12) months, starting on August 30, 2026, and ending on August 29, 2027, with Brown Enterprise Solutions, LLC, for Talend software licensing, maintenance, and support services.

1.2  Reasons additional goods/services could not be foreseen:  

This was an unforeseen change that was not planned.  The previous ordinance authorized funding for services that did not include these additional necessary licenses for Columbus Water and Power.

 

1.3  Reason other procurement processes are not used:

The current vendor is currently providing similar services and these new services need to be added as soon as possible.  To bid out this portion of work, would cause a delay of much needed services.  It was decided that it is in the best interest of the City to modify the existing contract.

 

1.4  How cost of modification was determined:

The cost of this contract modification is consistent with the original contract.

 

FISCAL IMPACT:

The funds for this expenditure have been identified and are available within the Department of Technology, Information Services Division, Information Services Operating Fund for a total cost of $498,588.24.

EMERGENCY DESIGNATION: Emergency designation is requested to establish a purchase order as soon as possible.  The additional licenses required by Columbus Water and Power are necessary to support daily operation and are needed as soon as possible.

Body

 

WHEREAS, Ordinance No. 1652-2024 authorized the Director of the Department of Technology to enter into a contract with Brown Enterprise Solutions, LLC for the purchase of Talend software licensing, maintenance, and support services; and

 

WHEREAS, it is necessary to add funding to increase the number of licenses for use by Columbus Water & Power; and

 

WHEREAS, the Department of Technology desires to renew the contract with Brown Enterprise Solutions, LLC for software licensing, maintenance, and support services; and

 

WHEREAS, the term of the original agreement was from August 30, 2024, to August 29, 2025. The contract established and authorized contract language allowing for three (3) mutually agreed upon one-year renewals with the approval of City Council. This ordinance authorizes the second (2) of the three (3) annual renewals; and

 

WHEREAS, this ordinance modifies the contract to add another $58,105.53 in funding for Seven Administration Licenses for immediate use; and

 

WHEREAS, the above-described renewal will be for one (1) year, starting on August 30, 2026, and ending on August 29, 2027, at a cost of $440,482.71; and

 

WHEREAS, an emergency exists in the usual daily operations of the Department of Technology in that it is immediately necessary to authorize the Director to modify and renew the contract with Brown Enterprise Solutions, LLC for the purchase of Talend software licensing, maintenance, and support services, for the immediate preservation of the public health, peace, property, and safety; NOW, THEREFORE,m

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1. That the Director of the Department of Technology is hereby authorized to modify and renew a contract with Brown Enterprise Solutions, LLC for licenses, maintenance, and support for Talend software at a cost of $498,588.24 with the new expiration date of August 29, 2027.

SECTION 2. That the expenditure of $498,588.24 or so much thereof as may be necessary is hereby authorized as shown in the attachment to this ordinance. (See attachment: 0939-2026EXP)

SECTION 3: That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

SECTION 4: That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
