Explanation
BACKGROUND:The Indianola Avenue Corridor Plan was initiated in response to concerns from the Clintonville community about the current conditions of the corridor and its future prospects. The Plan is the result of a public planning process facilitated by the city of Columbus Planning Division. Stakeholders from the corridor and greater Clintonville community provided input and direction throughout the planning process. In addition, the city was assisted by a consultant team, which provided urban design and marketing expertise.
The planning process began with a community design workshop. Next, a planning committee was established to help guide and direct plan development. During this phase, the consultants analyzed current conditions and prepared a market study. Plan development concluded with the formation of recommendations and policies for the corridor. These plan provisions address development opportunities, streetscape improvements, and future land use. In addition, the plan outlines action steps for plan implementation.
The plan has been reviewed by all relevant city departments/divisions. As part of the review process, the draft plan was presented to the community-at-large at a public open house on October 23, 2003. The plan has received endorsement from Clintonville Incorporated, the Clintonville Area Chamber of Commerce, and the Clintonville Area Commission. The plan has also received endorsement from the city of Columbus Development Commission, which voted on the plan on November 20, 2003.
FISCAL IMPACT: No funding is required for this legislation.
Title
To adopt the Indianola Avenue Corridor Plan as the city's official policy document for development, infrastructure improvements, and future land use within the planning area.
Body
WHEREAS, the purpose of the Indianola Avenue Corridor Plan is to guide future decisions regarding development, land use, and infrastructure improvements within the Planning Area; and
WHEREAS, the Planning Area is defined as that portion of Clintonville generally bound by the city of Worthington corporation line on the north, I-71 and the alley east of Indianola on the east, the Glen Echo Ravine on the south, and rear property lines of parcels fronting Indianola on the west; and
WHEREAS, the provisions of the Indianola Avenue Corridor Plan address development opportunities, land use and zoning, and streetscape improvements; and
WHEREAS, the Indianola Avenue Corridor Planning Committee, made up of stakeholders from the corridor and greater Clintonville community, guided development of the plan's provisions; and
WHEREAS, the Planning Division assisted the Planning Committee in preparing the plan and managed the review and adoption process; and
WHEREAS, numerous meetings with the planning committee and a public open house was held as part of the public planning process; and
WHEREAS, the Clintonville Area Commission and the Columbus Development Commission has reviewed the plan and recommended that it be adopted by City Council; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Indianola Avenue Corridor Plan is hereby adopted to serve as the principal policy document for development, redevelopment, revitalization, and infrastructure improvements within the Indianola Avenue Corridor Planning Area.
Section 2. That the Development Commission and all departments and divisions of the City administration are hereby authorized and directed to use the Indianola Avenue Corridor Plan to initiate projects that will implement the provisions of the plan.
Section 3. That the Department of Development is directed to monitor the use of the Indianola Avenue Corridor Plan, and to present to City Council any amendments necessary to keep the plan up-to-date.
Section 4. That copies of the Indianola Avenue Corridor Plan will be kept on file in the Planning Division, Department of Development.
Section 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
