Explanation

 

BACKGROUND: This legislation authorizes the Director of the Department of Public Utilities to enter into a construction contract with The Righter Co, Inc. for the replacement of the Vehicle Maintenance Fluid System at the Sewer Maintenance Operations Center (SMOC). The work will consist of removal of water, duplicate compressed air, and unused fluid delivery nozzles at each bay; reduction of one maintenance bay to provide space for other uses; the addition of windshield washer fluid delivery system; equipment upgrades; fluid delivery pipe replacement; the addition of a fluid delivery software system and central workstation; and, other such work as may be necessary to complete the contract, in accordance with the drawings, technical specifications, special provisions, and City of Columbus Construction and Material specifications set forth in the Invitation For Bid (IFB).

PROJECT TIMELINE: All work shall be substantially complete within 210 calendar days of the Notice to Proceed, with final completion to occur within 250 calendar days. The City anticipates issuing a Notice to Proceed on or about January 1, 2023.

 

PROCUREMENT INFORMATION: The Division advertised for competitive bids submission for the subject services on the City's Vendor Services website and in the City Bulletin in accordance with the overall provisions of Chapter 329 of the Columbus City Codes. ECONOMIC / ENVIRONMENTAL IMPACT: The oil and vehicle fluid delivery system for the SMOC maintenance garage is past its useful life and is not adequate for current operations. This project will replace the fluid delivery piping and dispensing hoses and reels. This project will also provide computer metered control nozzles for the fluid dispensers.

FISCAL IMPACT: This legislation authorizes the expenditure of up to $654,600.00 from the Sanitary Sewer General Obligation Bond Fund 6109 and amends the 2022 Capital Improvement Budget.

WHEREAS, the Division of Sewerage and Drainage advertised for competitive bids for the replacement of the SMOC Vehicle Maintenance Fluid System Project, 650260-106003, one (1) bid was received; and 

 

WHEREAS, it is necessary to authorize the expenditure of up to $654,600.00 from the Sanitary Sewer General Obligation Bond Fund, Fund 6109; and

 

WHEREAS, it is necessary to authorize an amendment to the 2022 Capital Improvement Budget; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage, to authorize the Director to enter into a construction contract with The Righter Co, Inc., for the replacement of the SMOC Vehicle Maintenance Fluid System, Project 650260-106003, for the preservation of the public health, peace, property and safety; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1: That the Director of Public Utilities is hereby authorized to enter into a construction contract with The Righter Co, Inc., 2424 Harrison Rd. Columbus, OH 43204 for the replacement of the SMOC Vehicle Maintenance Fluid System, Project 650260-106003, in accordance with the terms and conditions of the contract on file in the Office of the Division of Sewerage and Drainage.

 

SECTION 2. That the expenditure of up to $654,600.00 or as may be needed is hereby authorized per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the 2022 Capital Improvement Budget is hereby amended per the accounting codes attached to this ordinance.

 

SECTION 4. That the said firm, The Righter Co, Inc., shall perform the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.

 

SECTION 5. That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

 

SECTION 6. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 7. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts of contract modifications associated with this ordinance.

 

SECTION 8. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 9. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
