Explanation
 
BACKGROUND:  This ordinance authorizes the Public Service Director to enter into contract for the Facilities Management Division with General Maintenance & Engineering Company in the amount of $84,486.00 for the renovation of the roof at 650 West Nationwide Boulevard.  The existing roof is deteriorating and leaking in several locations.  The renovation will consist of the replacement of the current roof with a granular-textured roof of modified bitumen asphalt.  The contractor has sixty days upon notification of the award of the contract to complete the project.  The roof will include a 30-year workmanship and material guarantee. This project is the first of many renovations to this building.  Other renovations will include electrical, HVAC, painting, and other general renovations.  When all of these renovations are complete, the Transportation Division will occupy the building to be used as an outpost.  Its close proximity to downtown will allow for better service of downtown streets during snow events.
 
Formal proposals were solicited on June 14, 2004, and opened on June 29, 2004, as follows (1 MBE*, 0 FBE):

             Smith Roofing, Ltd.*                                           $108,977.00
             Harold J. Becker Co., Inc.                                   $115,261.00
 
It is the recommendation of the Facilities Management Division to award this contract to the most responsive and responsible bidder, per the construction services provisions of the Columbus City Codes, General Maintenance & Engineering Company.  
 
Emergency action is requested so that the contractor will be able to complete this project during good weather.  
 
Fiscal Impact:  The Transportation Division budgeted $500,000 in the 2004 Capital Improvements Budget for the renovation of 650 West Nationwide Boulevard.  The total cost of this contract is $84,453.00.  This is the first of the contracts to be bid.  Contract Compliance No. 31-4188545, expiration date 02/26/2005.

WHEREAS, the Transportation Division will re-open the downtown outpost located at 650 West Nationwide Boulevard for use during the winter snow clearing operations, and
 
WHEREAS, the roof at the Transportation Division building at 650 West Nationwide Boulevard is in disrepair and in need of replacement, and  
 
WHEREAS, formal competitive bids were advertised and received by the Facilities Management Division for the renovation of the roof at 650 West Nationwide Boulevard, and
 
WHEREAS, the Facilities Management Division recommends acceptance of the bid submitted by General Maintenance & Engineering Company as the most responsive and responsible bidder, and
 
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Facilities Management Division, in that it is immediately necessary to authorize the Public Service Director to enter into contract with General Maintenance & Roofing Company, for a roof renovation at 650 West Nationwide Boulevard, allowing the project to be completed during good weather, thereby preserving the public health, peace, property, safety, and welfare; now, therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Public Service Director is hereby authorized to contract with General Maintenance & Engineering Company for the renovation of the roof at 650 Nationwide Boulevard.
 
SECTION 2.   That the expenditure of $84,486.00, or so much thereof that may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3.
