2004 VAWA DV Prosecutors Grant
Explanation
This ordinance authorizes the City Attorney to accept a grant from the Franklin County Board of Commissioners, Justice Programs Unit, for the Office of the City Attorney, Domestic Violence Unit. These funds shall be used to provide for continued funding for three domestic violence prosecutors. The Domestic Violence unit assists witnesses and victims of domestic violence through the legal process and provides counseling, referrals, and linkage with agencies and community resources. This ordinance will further authorize the transfer and appropriation of matching funds required by the grant award.
The Grant award is as follows:

Matching funds required from the City Attorney's general fund budget are $35,399.00.

WHEREAS, the Franklin County Board of Commissioners, Justice Programs Unit, has awarded the City of Columbus, City Attorney's Office, Domestic Violence Unit a grant in the amount of $106,197.00 for Grant No. 2003-WF-VA2-8758 Domestic Violence Prosecutors for the year 2004; and
WHEREAS, the acceptance of this Grant requires that the City Attorney supply matching funds in the amount of $35,399.00; and
WHEREAS, an emergency exists in the daily operation of the City Attorney's Office in that it is necessary to immediately accept and appropriate the grant funds and transfer and appropriate the matching funds in order that the services supported may continue uninterrupted; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO
Section 1. That the amount of $35,399.00 is hereby transferred from the General Fund of the City Attorney's Office as follows:

Section 2. That the City Attorney is hereby authorized to accept a grant award from the Franklin County Board of Commissioners, Justice Programs Unit in the amount of $106,197.00 for the Domestic Violence Prosecutors Grant.
Section 3. That from the unappropriated monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the project award period the sum of $141,596 is appropriated as follows:

Section 4. That the funds appropriated in the foregoing Section 3 shall be paid upon order of the City Attorney and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
Section 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
