Explanation
 
1.  BACKGROUND:  This legislation authorizes the Director of Public Utilities to enter into an agreement with Stantec Consulting Services, Inc., in the amount of $210,000.00, for professional engineering services for the Alcott Road Area Water Line Improvements Project, Division of Power and Water Contract No. 1128.
 
The purpose of this project is to construct necessary improvements to the water distribution system in the Alcott Road Area.  The improvements identified in the scope of work will replace undersized water mains that currently provide low pressures and insufficient fire flows.  The improvements will also replace mains that have high break histories and require frequent maintenance.  This project includes seven individual sites located at Alcott Road, Thorndale Avenue, Loxley Drive, Calahan and Schryver Road, Hillgate Road (North), Hillgate Road (South), and Hilock Road for a total of approximately 9,800 feet of water line ranging in size from 6-inch to 8-inch diameter.
 
2. BID INFORMATION:  The selection of the firm providing the professional engineering services has been performed in accordance with the procedures set forth in Columbus City Code, Section 329.14, "Awarding professional service contracts through requests for proposals."  Requests for Proposals (RFP's) were received on October 23, 2009 from Stantec Consulting Services, Inc., Pomeroy and Associates, Ltd., and Hockaden and Associates, Inc.
 
An evaluation committee reviewed the proposals and scored them based on the criteria mentioned above.  Based on the evaluation of the proposals submitted, the Director of Public Utilities requests award of the project to Stantec Consulting Services, Inc.  
 
The Contract Compliance Number for Stantec Consulting Services, Inc. is 11-2167170 (expires 12/17/11, Majority).  Additional information regarding each bidder, description of work, contract time frame and detailed amounts can be found on the attached Legislation Information Form.
 
3. FISCAL IMPACT:  This legislation includes a transfer of funds within the Water Build America Bonds Fund and an amendment to the 2009 Capital Improvements Budget.

To authorize the Director of Public Utilities to enter into an agreement with Stantec Consulting Services, Inc. for professional engineering services for the Alcott Road Area Water Line Improvements Project; to authorize a transfer and expenditure within the Water Build America Bonds Fund; for the Division of Power and Water; and to amend the 2009 Capital Improvements Budget.  ($210,000.00)

WHEREAS, three technical proposals for professional engineering services for the Alcott Road Area Water Line Improvements Project were received on October 23, 2009; and
 
WHEREAS, Stantec Consulting Services, Inc. was the firm selected to perform the design services for this project based on criteria set forth in Columbus City Codes; and
 
WHEREAS, it is necessary for this Council to authorize the City Auditor to transfer funds within the Water Build America Bonds Fund; and
 
WHEREAS, it is necessary to authorize an amendment to the 2009 Capital Improvements Budget for purposes of providing sufficient funding and expenditure authority for the aforementioned project expenditure; and
 
WHEREAS, it has become necessary in the usual daily operation of the Division of Power and Water, Department of Public Utilities, to authorize the Director of Public Utilities to enter into an agreement for professional engineering services for the Alcott Road Area Water Line Improvements Project, for the preservation of the public health, peace, property and safety;
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Director of Public Utilities be and hereby is authorized to enter into an agreement for professional engineering services for the Alcott Road Area Water Line Improvements Project; with the best responsive and responsible bidder, Stantec Consulting Services, Inc., 1500 Lake Shore Drive, Suite 100, Columbus, Ohio 43204; in the amount of $210,000.00; in accordance with the terms and conditions of the contract on file in the Office of the Division of Power and Water.
 
SECTION 2.  That the City Auditor is hereby authorized to transfer $10,000.00 within the Division of Power and Water, Dept/Div. No. 60-09, Water Build America Bonds Fund, Fund No. 609, Object Level One 06, Object Level Three 6629, as follows:

SECTION 4.  That the expenditure of $210,000.00 is hereby authorized for the Alcott Road Area Water Line Improvements Project within the Water Build America Bonds Fund, Fund No. 609, Division 60-09, Project No. 690236-100027 (new), Project Name: Alcott Rd. Area W.L. Imp's, OCA Code 623627, Object Level Three 6629.
 
SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.
 
SECTION 6.  That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.
SECTION 7.  That the City Auditor is authorized to establish proper project accounting numbers as appropriate.
 
SECTION 8.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
