Explanation
BACKGROUND:
This legislation authorizes the Director of Technology, on behalf of Public Utilities, Division of Water, to modify and extend contract CT-010213 with Astute Solutions, for maintenance and support services related to the telephone interactive voice response (IVR) system purchased in 2000.
Extending and modifying CT-010213 shall allow Astute Solutions to continue providing standard support and maintenance, upgrades and enhancements to the IVR system. This contract was originally authorized by ordinance #2746-00, passed December 11, 2000. The term of this modification covers a one year period commencing in 2005 to 2006, in the amount of $58,372.83.
EMERGENCY:
Emergency legislation is required to facilitate prompt contract execution and related payments for services.

FISCAL IMPACT:
Fiscal year 2003, $81,414.46 was expended with Astute Solutions, Inc. This amount covered a two-year period from May 10, 2002 through May 11, 2004. During fiscal year 2004, $42,033.41 was expended for this service. Funding in the amount of $58,372.83 is available within the 2005 Department of Technology's internal services fund for this contract modification.

WHEREAS, this legislation authorizes the Director of Technology, on behalf of Public Utilities, Division of Water, to modify and extend contract CT-010213 with Astute Solutions, for maintenance and support services related to the telephone interactive voice response (IVR) system purchased in 2000, and
WHEREAS, extending and modifying CT-010213 shall allow Astute Solutions to continue providing standard support and maintenance, upgrades and enhancements to the IVR system, and
WHEREAS, this contract was originally authorized by ordinance #2746-00 passed December 11, 2000, and
WHEREAS, the term of this modification covers the periods from May 12, 2005 through May 11, 2006, in the amount of $58,372.83, and
WHEREAS, an emergency exists in the usual daily operation of the Division of Water, Department of Public Utilities, in that it is immediately necessary to authorize the Department of Technology, on behalf of Public Utilities, Division of Water, to modify a contract, with Astute, Inc., for maintenance and support services related to the telephone interactive voice response (IVR) system, for the immediate preservation of public health, peace, property and safety; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Technology, on behalf of Public Utilities, Division of Water, to modify and extend contract CT-010213 with Astute Solutions, for maintenance and support services related to the telephone interactive voice response (IVR) system.
Section 2. That the expenditure of $58,372.83 or so much thereof as may be needed is hereby authorized from:

Section 3. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
