Explanation

BACKGROUND:  Community Research Partners is an active partner with the City of Columbus.  They have received grant funds to provide a community data system (CDS), available to various social agencies and the City of Columbus.  CDS users will be able to create customized maps, tables and reports for a variety of geographic areas, including census block groups, census tracts, neighborhoods, zip codes and school feeder patterns.  Drawing upon a wealth of social, demographic and real property data, CDS users have a powerful tool that greatly enhances their ability to identify community needs, plan new programs, allocate and manage resources and target improvements.  The various departments and divisions of the City of Columbus have been contributing data to this system, as have social service agencies and school systems in Franklin County.  Updating the city's share of this data would be simplified, and accuracy would be better served, if the city GIS and the Community Research Partners CDS were located within the same network.  Community Research Partners wishes to enter into a contract with the Department of Technology to reimburse the city for the costs of providing the Internet hosting, and data sharing and maintenance activities.  It is in the city's best interest to support this ground breaking regional data sharing effort.

FISCAL IMPACT:  All costs for these services will be reimbursed to the Department of Technology and deposited within the Department of Technology internal service fund.

To authorize the Director of the Department of Technology to enter into a revenue contract with Community Research Partners to provide web hosting and data sharing and maintenance services for the Community Research Partners' community data system in the amount of $20,000.00 ($20,000.00)

Body

WHEREAS, as part of its mission to improve the quality of human services and community development through measurement, evaluation and research, Community Research Partners has embarked upon the development of a community data system (CDS), intended to provide web-based access to a variety of inherently disparate data sources, other spatial and non-spatial, and

WHEREAS, the Department of Technology provides application development support and geographical information systems (GIS) - related customer services to the city's departments, divisions and partners and is committed to providing accurate, reliable and timely information to its customers, and

WHEREAS, Community Research Partners has contracted with the University of Pennsylvania (UPENN) for the development of the Franklin County CDS for collecting, organizing, updating and disseminating data to support analysis, decision-making and action by a wide array of community organizations and individuals, and

WHEREAS, CDS system users can create customized maps, tables and reports for a variety of geographical areas, including census block groups, census tracts, neighborhoods, zip codes and school feeder patterns, and

WHEREAS, Community Research Partners is actively seeking the city as a technology partner for the hosting of the CDS, and

WHEREAS,  the required server infrastructure is nearly identical to that of the city's citywide GIS data repository and infrastructure, and

WHEREAS, due to the similarities between the GIS initiative within both the Community Research Partners and the city organizations, coupled with the mutual desire to eliminate data collection and maintenance redundancies and improve overall accuracy and integrity of the GIS data used by both the CDS and city GIS applications, it is in the best interest of the city and Community Research Partners to enter into a web hosting and data sharing and maintenance contract; now, therefore;

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

Section 1.  That the Director of the Department of Technology is hereby authorized to enter into a revenue contract with Community Research Partners to provide web hosting and site maintenance services for the Community Research Partners' community data system in the amount of $20,000.00 for a period of one year following signing of the contract.

Section 2.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
