Explanation
Background: The purpose of this ordinance is to amend Ordinance No. 3153-2022 to correct an error where Exhibit A described in Section 1 and Section 2 of Ordinance No. 3153-2022 was erroneously not attached to said prior ordinance when passed by City Council. Exhibit A to Ordinance No. 3153-2022 repealed and replaced Exhibit A attached to Ordinance No. 2283-2012, as previously amended by Ordinance 0072-2020, and Exhibit A to Ordinance No. 0072-2020. Such Exhibit A depicts such additional parcels that were removed from the East Franklinton TIF and added to the Gravity Phase II TIF to provide for the areas of each respective TIF as they existed then and today.

WHEREAS, pursuant to R.C. Section 5709.40(B) and Ordinance No. 2283-2012, City Council created the East Franklinton TIF; and
WHEREAS, pursuant to R.C. Section 5709.40(B) and Ordinance No. 0072-2020, City Council created the Gravity Phase II TIF by amending Ordinance No. 2283-2012 to remove parcels from the East Franklinton TIF to place and exempt them into the new Gravity Phase II TIF; and
WHEREAS, pursuant to R.C. Section 5709.40(B) and Ordinance No. 3153-2022, City Council expanded the Gravity Phase II TIF by amending Ordinance No. 2283-2012 again to remove additional parcels from the East Franklinton TIF to place and exempt them into the Gravity Phase II TIF; and
WHEREAS, Exhibit A described in Section 1 and Section 2 of Ordinance No. 3153-2022 was erroneously not attached to said prior ordinance when passed by City Council; and
WHEREAS, it is necessary to amend Exhibit A to Ordinance No. 3153-2022 to properly attach it to all such prior ordinances (Ordinance No. 2283-2012 and Ordinance No. 0072-2020) to provide the respective boundaries and areas of the exempted parcels of the East Franklinton TIF and Gravity Phase II TIF as they existed then and today; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Ordinance No. 3153-2022 is hereby amended to repeal and replace Exhibit A attached thereto with Exhibit A attached hereto. That, as provided for in Ordinance No. 3153-2022, Exhibit A to Ordinance 2283-2012, as previously amended by Ordinance No. 0072-2020 and Ordinance No. 3153-2022, and Exhibit A to Ordinance 0072-2020, as previously amended by Ordinance No. 3153-2022, are hereby repealed and replaced with Exhibit A attached hereto to accurately depict to provide the respective boundaries and areas of the exempted parcels of the East Franklinton TIF and Gravity Phase II TIF as they existed then and today.
SECTION 2. That this ordinance shall take effect and be in force from and after the earliest date permitted by law.
