Explanation
BACKGROUND: This ordinance authorizes the Public Service Director to enter into contract for the Facilities Management Division with Smith Roofing, Ltd. in the amount of $215,987.00 for the renovation of the roof at 2077 Parkwood Avenue. The Police Division, Public Records Unit, will use the building for remote storage. The existing roof is leaking severely. The renovation will consist of the replacement of the current roof with a granular-textured modified bitumen asphalt roof. The contractor has sixty days upon notification of the award of the contract to complete the project. The roof will include a 10-year workmanship and material guarantee.
Formal proposals were solicited on June 17, 2004 and bids were received on June 29, 2004, as follows (1 MBE*, 0 FBE):

The Facilities Management Division recommends the bid award to the most responsive and responsible bidder, Smith Roofing, Ltd. in the amount of $215,987.00.
Emergency action is requested to enable the contractor to complete this project during good weather.
Fiscal Impact: The Police Division budgeted $270,000 for the renovation of this building in the Capital Improvement Budget. The total cost of the contract is $215,987.00. Contract Compliance No. 31-1422838, expiration date 04/29/2007.

WHEREAS, the roof at 2077 Parkwood Avenue is in disrepair and in need of replacement, and
WHEREAS, formal competitive bids were advertised and received by the Facilities Management Division for the renovation of the roof at 2077 Parkwood Avenue, and
WHEREAS, the Facilities Management Division recommends acceptance of the bid submitted by Smith Roofing, Ltd. as the most responsive and responsible bidder, and
WHEREAS; an emergency exists in the usual daily operation of the Public Service Department, Facilities Management Division, in that it is immediately necessary to authorize the Public Service Director to enter into contract with Smith Roofing, Ltd. for roof renovation at 2077 Parkwood Avenue, allowing the project to be completed during good weather, thereby preserving the public health, peace, property, safety, and welfare; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Public Service Director is hereby authorized to contract with Smith Roofing, Ltd. for the renovation of the roof at 2077 Parkwood Avenue.
SECTION 2. That the expenditure of $215,987.00, or so much thereof that may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3.
