BACKGROUND
This ordinance authorizes the Director of the Department of Technology to enter into a contract with CDW Government LLC for the purchase of Omnissa Workspace ONE, Horizon VDI, and AirWatch licensing at a cost of $79,259.93.
Omnissa Workspace ONE, Horizon VDI, and AirWatch licensing is used to provide city workers with secure remote access to essential systems and applications. It enables employees to perform their duties efficiently from various locations outside the office, ensuring continuity of services and streamlined communication. This platform allows the city to maintain operational flexibility while upholding data security and compliance standards.
Omnissa Workspace ONE, Horizon VDI, and AirWatch licensing is offered through the Ohio Academic Resources Network (OARnet) which is a nonprofit organization that is a division of the Ohio Department of Higher Education's Ohio Technology Consortium. OARnet serves Ohio's education, health care, public broadcasting and government communities. OARnet contracts pricing with Omnissa Workspace ONE, Horizon VDI, and AirWatch to distribute its services. Therefore, a waiver of the bidding requirements of Columbus City Code Section 329 is requested to enter into contract with CDW Government LLC to receive OARnet’s contracted pricing.
This ordinance authorizes the expenditure of $79,259.93 for a period of twelve (12) months, starting on August 16, 2025, and ending on August 15, 2026.
FISCAL IMPACT
Funds for the above-described services are budgeted and available within the Department of Technology, Information Services Division, Information Services Operating Fund.

Title

Body
WHEREAS, the Department of Technology has a need for Omnissa Workspace ONE, Horizon VDI, and AirWatch; and
WHEREAS, the city currently uses Omnissa Workspace ONE, Horizon VDI, and AirWatch licensing to provide city workers with secure remote access to essential systems and applications; and
WHEREAS, the Department of Technology desires to enter into contract with CDW Government LLC, at a cost of $79,259.93 for the for the purchase of Omnissa Workspace ONE, Horizon VDI, and AirWatch licensing; and
WHEREAS, a waiver of the bidding requirements of Columbus City Codes Section 329 is requested to enter into contract with CDW Government LLC to receive OARnet’s contracted pricing; and
WHEREAS, this ordinance authorizes a contract for a period of twelve (12) months, starting on August 16, 2025, and ending on August 15, 2026; and
WHEREAS, it is necessary to authorize the Director of the Department of Technology to enter into contract with CDW Government LLC for the purchase of Omnissa Workspace ONE, Horizon VDI, and AirWatch licensing to provide city workers with secure remote access to essential systems and applications for the preservation of the public health, peace, property and safety; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Technology (DoT) be and is hereby authorized to enter into contract with CDW Government LLC to provide city workers with secure remote access to essential systems and applications at a cost of $79,259.93 for a period of twelve (12) months, starting on August 16, 2025, and ending on August 15, 2026.
SECTION 2. That the expenditure of $79,259.93, or so much thereof as may be necessary, is hereby authorized to be expended as shown in the attachment to this ordinance. (See attachment: 1484-2025EXP).
SECTION 3. That City Council finds it is in the best interest of the City of Columbus to waive the formal competitive bidding requirements of City Code Chapter 329.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.
SECTION 6. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
