Background:
This ordinance authorizes the appropriation of special purpose funds to the Recreation and Parks Department, and authorizes the Director of Finance and Management to purchase sports fencing for sports facility improvements from Signature Fencing Systems, LLC, in accordance with the terms and conditions of formal bid SA001833.

This ordinance is submitted as an emergency to have funding available in December 2005 for necessary expenditures.
Fiscal Impact:
The fiscal impact of this ordinance will be to reduce the Special Purpose Fund's unappropriated balance by $50,000.00
$52,870.00 is budgeted in the Recreation and Parks Special Purpose Fund to meet the financial obligation of this ordinance.

To authorize an appropriation of $50,000.00 from the unappropriated balance of the Recreation and Parks Special Purpose Fund to the Recreation and Parks Department, to authorize and direct the Director of Finance and Management to purchase sports fencing from Signature Fencing Systems, in accordance with the terms and conditions of competitive bid SA001833, to authorize an expenditure of $52,870.00, and to declare an emergency. WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into a purchase order with Signature Fencing Systems, LLA, and to appropriate said funds to have funding in place for necessary expenditures; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That from the unappropriated monies in the Recreation and Parks Special Purpose Fund No. 223, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2005, the sum of $50,000.00 is hereby appropriated to the Recreation and Parks Department No. 51-01, Sub-Fund 052, Object Level 3 No. 6620, OCA Code 511873.
Section 2. That the Director of Finance and Management be and he is hereby authorized and directed to enter into a purchase order with Signature Fencing Systems, LLA for sports fencing at athletic facilities.
Section 3. That the expenditure of $52,870.00, or so much thereof as may be necessary, be and is hereby authorized from the Recreation and Parks Special Purpose Fund 223, Dept. No. 51-01, Sub-Fund 052, Object Level 3 No. 6620, OCA Code 511873, to pay the cost thereof.
Section 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
