Explanation
BACKGROUND This legislation authorizes an amendment to Ordinance No. 1825-2023, passed by Columbus City Council on July 17, 2023, to allow for a correction to the amount of funds granted to eleven (11) of the forty-four (44) organizations in Exhibit A, increasing the total amount granted by $50,000.00.
Ordinance No. 1825-2023, passed by Columbus City Council on July 17, 2023, authorized the Director of the Department of Development to execute grant agreements with numerous not-for-profit, social service agencies for the provision of human services programming for the Elevate! 1.0 program.
Exhibit A of Ordinance No. 1825-2023 included 44 agencies receiving a total of $4,550,000.00.
It was recently discovered that, due to a clerical error, 11 of the agencies were assigned incorrect grant amounts. Exhibit A of this ordinance details the 11 agencies, the original amounts legislated, and the requested amended amounts.
The total of all Grant Amounts will now be $4,600,000.00 (An increase of $50,000).
All other information in Exhibit A remains the same.
This ordinance is contingent upon the passage of the amendment of Ordinance 1826-2023, which will reduce the amount of a grant awarded by $50,000.00 due to the same clerical error.
Emergency action is requested in order to reimburse for approved expenses incurred since July 1, 2023, to prevent the organizations from experiencing financial hardship.
FISCAL IMPACT: $50,000.00 will be available upon the passage of the amendment to Ordinance No. 1826-2023.

To amend Ordinance No. 1825-2023, passed by Columbus City Council on July 17, 2023, to allow for a correction to the amount of funds granted to 11 of the 44 agencies in Exhibit A; to increase the total amount granted by $50,000.00; to authorize the expenditure; and to declare an emergency. ($50,000.00)

WHEREAS, the Director of the Department of Development was authorized to execute grant agreements with numerous not-for-profit, social service agencies for the provision of human services programming for the Elevate 1.0 program; and
WHEREAS, a clerical error was made assigning 11 of the agencies incorrect grant amounts; and
WHEREAS, the Director of the Department of Development requests that Ordinance No. 1825-2023 is hereby amended to allow for a correction of the amount of funds granted to 11 of the 44 agencies in Exhibit A, and to increase the total grant amount by $50,000.00 and to authorize the expenditure of funds. These funds are contingent upon the passage of the amendment ordinance to 1826-2023; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development to be able to reimburse for approved expenses incurred since July 1, 2023, to prevent the agency from experiencing financial hardship; NOW THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Ordinance No. 1825-2023, passed by Columbus City Council on July 17, 2023, is hereby amended to correct the amount of funds granted to eleven (11) of the forty-four (44) organizations in Exhibit A, increasing the total amount granted by $50,000.00. Exhibit A of this ordinance details the 11 agencies, the original amounts legislated, and the requested amended amounts. ($50,000.00)
SECTION 2. That the expenditure of $50,000, or so much thereof as may be needed, is hereby authorized in Fund 1000 general fund, Dept-Div 44-4401, Administration Division, per the accounting codes in the attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes it.
