NEAR EAST AREA COMMISSION RECOMMENDATION: Approval.
CITY DEPARTMENTS' RECOMMENDATION: Approval. The 0.09± acre site consists of one undeveloped parcel in the R-3, Residential District. The requested R-4, Residential District will allow up to a four-unit dwelling at this location. The site is located within the planning area of the Near East Area Plan (2005), which does not include a specific land use recommendation for this location, but includes residential design guidelines. A concurrent Council variance (Ordinance #0487-2025; CV24-117) has been filed for lot width, lot area, side yards, and a reduction in the required parking from six to three spaces. Planning staff note that the proposed building elevations included with concurrent CV24-117 are consistent with the Plan’s design guidelines, and the proposed use is consistent with the residential character of the surrounding neighborhood. The request is consistent with City policies to provide more housing units, and does not introduce and incompatible use to the area.

WHEREAS, application #Z24-049 is on file with the Department of Building and Zoning Services requesting rezoning of 0.09± acres from R-3, Residential District, to R-4, Residential District; and
WHEREAS, the Development Commission recommends approval of said zoning change; and
WHEREAS, the Near East Area Commission recommends approval of said zoning change; and
WHEREAS, the City Departments recommend approval of said zoning change because the requested R-4, Residential District is consistent with the residential character of the surrounding neighborhood, provides more housing, and does not introduce an incompatible use to the area; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Official Zoning Map of the City of Columbus, as adopted by Ordinance No. 0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:

Situated in the State of Ohio, County of Franklin and in the City of Columbus, which is more fully described as follows:
Being Lot Number Thirteen (13) of Hildreth and Chittenden's Summit Addition, as the same is numbered and delineated upon the recorded plat thereof, of record in Plat Book 3, page 344, Recorder's Office, Franklin County, Ohio.

SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
