TO THE HONORABLE MEMBERS OF COLUMBIS CITY COUNCIL:
BACKGROUND:
The Municipal Court Judges would request City Council's passage of this Ordinance which will replace all desk top PC's in the offices and courtrooms of judges and employees of the court. The court's current operating system can no longer be supported by Microsoft, therefore, we are migrating to Microsoft Windows XP. The current PC's are six years old and will either operate inefficiently, or not at all, with the new system. The court/clerk's Office of Information Services has provided numerous application upgrades over the past six years, and are now reflecting their years of service with some even totally unresponsive. Replacement of these 225 units will once again create uniformity of equipment and return the integrity of the Court Case Management System to its highest level.
EMERGENCY DECLARATION is requested on this ordinance in order to expedite the installation process in as timely a manner as possible.
BID INFORMATION: The 225 PC's will be purchased from the City wide Universal Term Contract FL001696 approved by Council on June 2, 2003.
FISCAL IMPACT: Funding for this planned expenditure is available within the Municipal Court Judges Computer Special Revenue 2003 appropriations.

To authorize and direct the Director of the Department of Finance on behalf of the Municipal Court Judges to issue a purchase order to Resource One for the purchase of Dell computers, to authorize the expenditure of $217,125.00 from the Judges Computer Special Revenue Fund, and to declare an emergency. ($217,125.00)
Body
WHEREAS, the current Court operating system is no longer supported, and thus is being migrated to Microsoft Windows XP, and
WHEREAS, the six year old PC's being used by judges and court staff are not likely to operate efficiently with Windows XP, and
WHEREAS, it has become necessary to purchase new Dell computers for the entire judges staff plus courtrooms in order to maintain uniformity of equipment and the integrity of the Court Case Mangement System, and
WHEREAS, an emergency exists in the usual daily operation of the Municipal Court Judges offices in that it is immediately necessary to authorize the issuance of this purchase order in order to maintain the effectivness of the Court Case Management System thereby preserving the City's public health, peace, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance be and is hereby authorized on behalf of the Municipal Court Judges to issue a purchase order to Resource One for the purchase of 225 Dell computers, Dell Quote No. 106794793, Universal Term Contract No. FL001696.
SECTION 2. That for paying the cost hereof, the sum of $217,125.00 or so much thereof as may be needed is hereby authorized to be expended from the Municipal Court Judges Computer Special Revenue Fund, Fund 227, SubFund 01, Organization One 2501, OCA Code 250340, Object Level One 02, Object Level Three 2193.
SECTION 3: That for the reasons stated in the preamble hereto, which is made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passge and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
