Background:
Proposals were received by the Recreation and Parks Department on March 15th, 2012 for the Clinton Como Park & Woodbridge Green Park Design , as follows:

Consultant shall provide site services to prepare design development, construction plans and specifications for bidding for park improvements. Work is to include park improvements and renovations at the following parks. Services shall include the design development of the schematic plans, presentations, public meeting(s) as identified, including Area Commission approval, cost estimates and construction schedule, construction, bid documents and construction administration services.
Clinton-Como and Woodbridge Green Parks
Both of these are north side parks. Clinton-Como Park is located at 399 West Pacemont Avenue (43202). Park facilities have deteriorated and community has participated in preliminary discussions for renovation. Woodbridge Green Park is located at 1700 Hard Road (43235). Playground has been installed within the previous 12 months and will not be a part of renovations. Public presentations: Clinton-Como is in the Clintonville Area Commission. Woodbridge Green is in the Far Northwest Area Commission.

Fiscal Impact: $41,800.00 from the Voted Recreation and Parks Bond Fund 702.
Title
To authorize the City Auditor to transfer $41,800.00 within the voted Recreation and Parks Bond fund; to amend the 2012 Capital Improvements Budget Ord. 0368-2012; to authorize and direct the Director of Recreation and Parks to enter into contract with DLZ Ohio, Inc for the Clinton Como Park & Woodbridge Green Park Design ; to authorize the expenditure of $38,000.00 and a contingency of $3,800.00 for a total of $41,800.00 from the Voted Recreation and Parks Bond Fund; and to declare an emergency. ($41,800.00)
Body
WHEREAS, funds are being moved to alternate projects within Fund 702 to establish correct funding project detail location for the Clinton Como Park & Woodbridge Green Park Design Improvements Project; and
WHEREAS, the 2012 Capital Improvement Budget will be amended to reflect the fund transfers from projects within Fund 702; and
WHEREAS, it is necessary to enter into contract with DLZ Ohio, Inc for the Clinton Como Park & Woodbridge Green Park Design ; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into said contract so that work may begin during the current construction season; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into contract with DLZ Ohio, Inc for the Clinton Como Park & Woodbridge Green Park Design.
SECTION 2. That the City Auditor is hereby authorized to transfer $41,800.00 within the voted Recreation and Parks Bond Fund No. 702 for the projects listed below:

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
