Explanation
Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Kimley-Horn and Associates to provide architectural and engineering services for the Gender Road Park and McCoy Park Improvements Project. The contract amount is $345,235.28, with a contingency of $68,167.54, for a total of $413,402.82 being authorized by this ordinance.
Gender Road Park and McCoy Park are two different park parcels owned by the Recreation and Parks Department that are currently undeveloped. Gender Road Park is a 32 acre undeveloped parkland in the City’s South East Community. McCoy Park, along Harmon Avenue, is an underutilized greenspace of nearly 20 acres in the City’s Southwest Community. This project will provide professional services to develop improvements for Gender Road Park and McCoy Park. The project will involve master planning, conceptual design, park programming, and public engagement.
For Gender Road Park, the consultant team will provide a report detailing the existing public recreational facilities in the surrounding three square mile area, conduct public engagement with the surrounding community, and conduct internal program discussions with staff to develop a high quality programming plan for the Recreation and Parks Department to utilize over the next decade of development as the design for this park is put together. The intent of this project for McCoy Park will be to develop a new master plan for the site, followed by a detailed design development plan that can begin implementation in 2024. The Columbus Recreation and Parks Department intends to develop a diverse and inclusive park layout that includes therapeutic recreation space capable of accommodating multiple outdoor sports opportunities, athletic fields, pickleball courts, a splash pad; family park amenities, parking improvements, and access improvements. This contract will be modified at a later date in 2023 to prepare detailed construction documents for construction anticipated to start in mid 2024.

Proposals were advertised through Vendor Services, in accordance with City Code Chapter329, on February 7, 2023 and received by the Recreation and Parks Department on March 7, 2023. Bids were received from the following companies:

Of note, professional services contracts are quality based selections and not based on price. Costs were not requested nor where they part of this evaluation.
In accordance with City Code, a selection team evaluated the proposals and recommended Kimley-Horn be selected to perform the work. The firm was chosen based on their referenced projects, experience, qualifications, availability, timeline and project approach.

Benefits to the Public: The two parks will provide new amenities such as therapeutic recreation space capable of accommodating multiple outdoor sports opportunities, athletic fields, pickleball courts, a splash pad, and family park amenities for two separate communities. The Columbus Recreation and Parks Department is looking to add more inclusive opportunities for therapeutic recreation at McCoy Park, which is much needed.
Community Input/Issues: Since both parks are undeveloped, a big part of this stage of the process is to heavily involve both the Southwest and South East Communities to get ideas and gather input. The Recreation and Parks Department is planning to have two public meetings where all residents are welcome for each park.

To authorize the Director of the Department of Recreation and Parks to enter into contract with Kimley-Horn for the Gender Road Park and McCoy Park Improvements Project; to authorize the transfer of $413,402.82 within the Recreation and Parks Voted Bond Fund, to authorize the amendment of the 2022 Capital Improvements Budget; and to authorize the expenditure of $413,402.82 from the Recreation and Parks Voted Bond Fund. WHEREAS, it is necessary to authorize the Director of the Recreation and Parks to enter into contract with Kimley-Horn for the Gender Road Park and McCoy Park Improvements Project; and
WHEREAS, it is necessary to authorize the transfer of $413,402.82 within the Recreation and Parks Voted Bond Fund 7702; and
WHEREAS, it is necessary to authorize the amendment of the 2022 Capital Improvements Budget Ordinance 1896-2022 in order to provide sufficient budget authority for this and future projects; and
WHEREAS, it is necessary to authorize the expenditure of $413,402.82 from the Recreation and Parks Voted Bond Fund 7702; and
WHEREAS, it has become necessary in the usual daily operations of the Recreation and Parks Department in that it is necessary to authorize the Director to enter into contract with Kimley-Horn for the Gender Road Park and McCoy Park Improvements Project, NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to enter into contract with Kimley-Horn for the Gender Road Park and McCoy Park Improvements Project.
SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.
SECTION 5. That the transfer of $413,402.82 or so much thereof as may be needed, is hereby authorized between projects within the Recreation and Parks Bond Fund 7702 per the account codes in the attachment to this ordinance.
SECTION 6. That the 2022 Capital Improvements Budget Ordinance 1896-2022 is hereby amended as follows in order to provide sufficient budget authority for this ordinance and future projects.

SECTION 7. For the purpose stated in Section 1, the expenditure of $413,402.82 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Voted Bond Fund 7702 in object class 06 Capital Outlay per the accounting codes in the attachments to this ordinance.
SECTION 8. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
