Explanation
 
The Division of Water, Dublin Road Water Plant needs a 60-ton chiller with cooling and heating coils. This item is needed as our current unit is repeatedly failing at a greater frequency as warmer weather approaches.  This equipment controls the heating and cooling of the facility and computer control room.  The Ohio EPA requires proper temperature control for the Operations laboratory, where testing of water quality occurs.   The original unit was manufactured by Trane AMS, in which they have a current contract with the State of Ohio.  This contract includes the equipment and labor needed by the City.  Therefore, the Division of Water would like to enter into a contract, based on State of Ohio Contract 775632E, which expires March 31, 2005, for a 60-ton chiller with cooling and heating coils.  The Contract Compliance Number for Trane AMS is 25-0900465.  They do not have MBE/FBE status.
 
It is requested that this Ordinance be handled in an emergency manner, as the current chiller may break down, preventing us from complying with EPA guidelines.
 
FISCAL IMPACT:  Monies are available in the Dublin Road Miscellaneous Improvement Facilities project, which is included in the 2002 C.I.B.

($70,000.00)
 
 
Body
 
WHEREAS, the Dublin Road Water Plant needs a 60-ton chiller with cooling and heating coils, and
 
WHEREAS, the State of Ohio has established State Contract 775632E with the Trane AMS for this type of equipment, and
 
WHEREAS, an emergency exists in the usual daily operation of the Division of Water, Department of Public Utilities, in that it is immediately necessary to authorize the Finance Director to enter into a contract, with Trane AMS, for a 60-ton chiller with cooling and heating coils, based on the above mentioned State of Ohio contract, for the Dublin Road Water Plant, for the immediate preservation of public health, peace, property and safety; now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1.  That the Finance Director be and is hereby authorized to enter into a contract with Trane AMS, for a 60-ton chiller with cooling and heating coils, from an established State of Ohio Contract, for the Division of Water, Department of Public Utilities.
 
Section 2.  That the expenditure of $70,000.00 or as much thereof as may be needed is hereby authorized from Water Works Enlargement Voted 1991 Bonds Fund No. 606, Department 60, Division 09, OCA Code 642900, Object Level One 06, Object Level Three 6623, Project No. 690278 to pay the cost thereof.
 
Section 3.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the department administering said project; that the project has been completed and the monies are no longer required for said project except that no transfer shall be so made from a project account funded by monies from more than one source.
 
Section 4.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
