Explanation
Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into year one (1) of a three (3) year contract with Barry M. Damron dba Above Sound LLC for Audio, Video, Lighting and Stage Production Services, subject to annual appropriations and approval of the contract by the Columbus City Council. The contract amount for the 2025 Jazz and Rib Fest is $171,297.17. The contract amount for the 2025 CBUS Soul Fest is $45,815.92. There is a contingency of $10,000.00 for a total amount of $227,113.09.
Jazz and Rib Fest and CBUS Soul Fest are both annual events that are hosted by the Special Events Office of Recreation and Parks. Jazz and Rib Fest is Columbus’ largest free outdoor music festival and one of the nation’s largest rib cook-offs. In order to accommodate performers, Audio, Video, Lighting and Stage Production Services are needed.
The event dates are: Jazz and Rib Festival - July 18-20, 2025 and CBUS Soul - August 15-16, 2025. The contract term shall commence July 15, 2025 and end August 24, 2025.
The contract amount for Jazz and Rib Festival shall be $171,297.17
The contract amount for CBUS Soul shall be $45,815.92
The contract amount for contingencies shall be $10,000.00
The Total Contract amount shall be $227,113.09.
Vendor Bid/Proposal Submissions:
Bids were advertised through Vendor Services, in accordance with City Code Section 329, on February 13, 2025 and received by the Recreation and Parks Department on February 21, 2025. Bids were received from the following companies:

After reviewing the proposals that were submitted, it was determined that Barry M. Damron dba Above Sound LLC was the most qualified bidder. This contractor has previous experience with these events, necessary qualifications and availability to perform the required services.

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks to enter into year one (1) of a three (3) year contract with Barry M. Damron dba Above Sound LLC for Audio, Video, Lighting and Stage Production Services for the 2025 Jazz and Rib Fest and CBUS Soul; and
WHEREAS, it is necessary to authorize the expenditure of $227,113.09 from within the Recreation and Parks Operating Fund 2285 for the first year of the contract; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Recreation and Parks Department be and is hereby authorized to enter into year one (1) of a three (3) year contract with Barry M. Damron dba Above Sound LLC for Audio, Video, Lighting and Stage Production Services for the 2025 Jazz and Rib Fest and CBUS Soul Fest.
SECTION 2. That for the purpose stated in Section 1, the expenditure of $227,113.09 or so much thereof as may be necessary for the first year of the contract to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Operating Fund 2285 per the accounting codes in the attachments to this ordinance.
SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law
