Explanation
Background: This legislation authorizes the Public Service Director to enter into a professional services engineering contract for the North Pearl Street Improvements project with Resource International, Inc., in the amount of $100,000.00.
This portion of North Pearl Street is located in the historic Italian Village area of the Short North and is primarily a brick street in need of restoration. The project recognizes the importance of the historic atmosphere of the neighborhood and the need to preserve that environment. Most of the existing brick pavers on the project will be recycled and reused on this project as well as utilizing like brick pavers salvaged from other brick streets around the City of Columbus when onsite paver shortfall occurs. Not only will the historic feeling be preserved on this street but environmental benefits will be realized by recycling the pavement materials.
Twelve existing wheelchair (ADA Ramps) will be preserved/improved with an additional twenty-four ADA Ramps being added for an estimated total of 36 ADA Ramps as a result of the North Pearl Street Rehabilitation project. The exact total ADA Ramps built under this project will be determined during the design process. It is important, in a predominant pedestrian heavy area, to improve pavement infrastructure for the pedestrian population.
Rehabilitation improvements to the North Pearl Street project includes full depth pavement rehabilitation, grading, curbs, and other work as required. This project is on North Pearl Street between East Russell Street and East Prescott Street. A professional service engineering contract is needed to assure timely completion of the design as the Transportation Division does not maintain adequate staff or all of the various disciplines necessary to complete such designs in house.
The consultant selection process for the professional engineering service contract has been performed in accordance with provisions of Chapter 329.12 of Columbus City Codes 1959. Eight majority firms submitted proposals, respondents are as follows:

The evaluation committee determined that Resource International, Inc., CC #310669793, submitted the best overall proposal at a competitive price for this work.
Emergency action is requested so that this project can proceed in a timely manner and keep commitments made to the local community.
Fiscal Impact: Funds in the amount of $100,000.00 are budgeted and available in the 1995, 1999, 2004 Voted Street and Highway Fund for the Transportation Division.

To authorize the Director of Public Service to enter into a professional service contract with Resource International, Inc. for the design engineering of the North Pearl Street Rehabilitation project and to authorize the expenditure of $100,000.00 from the 1995, 1999, 2004 Voted Street and Highway Fund for the Transportation Division; and to declare an emergency ($100,000.00).
Body
WHEREAS, there is a need to provide the City of Columbus, Transportation Division resources to perform engineering and surveying related tasks specifically for the Rehabilitation of North Pearl Street, and;
WHEREAS, it is necessary to preserve the historic environment and recycle historic pavement materials, and;
WHEREAS, preservation of pedestrian walkways and access improvements for people with disabilities is required under the Americans with Disabilities Act (ADA), and;
WHEREAS, the Director of Public Service has identified the need to enter into a professional service contract for the preparation of construction drawings for the North Pearl Street Rehabilitation Project, and;
WHEREAS, a satisfactory proposal has been submitted by Resource International, Inc., and;
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service, Transportation Division, in that the contract should go forth immediately so that the work may proceed without delay and keep commitments made to the local community, thereby preserving the public health, peace, property, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Service be and is hereby authorized to enter into a contract with Resource International, Inc., in an amount not to exceed $100,000.00 for the design engineering of the Pearl Street Rehabilitation project.
SECTION 2. That for the purpose of paying the cost thereof, the sum of $100,000.00 or so much thereof as may be needed, is hereby authorized to be expended from the Fund 704, the Voted 1995, 1999, 2004 Streets and Highways Fund, Department No. 59-09, Transportation Division, O.L. 01-03 06-6682, OCA Code 644385, project 530105, brick rehabilitation to pay the cost thereof.
SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the mayor, or ten days after passage if the mayor neither approves nor vetoes the same.
