Explanation
BACKGROUND: The Columbus Health Department has a need to make funds available for a contract with
The Ohio State University (OSU). This ordinance authorizes the Board of Health to enter into a contract with
OSU to provide emergency preparedness workforce development services. These services will be provided by
a professor with experience in public health education and applied public health from the OSU College of
Public Health.
The Columbus Health Department and OSU have developed a long-term relationship that utilizes the vast
resources of the City and OSU to provide workforce development services. Therefore, it is requested that the
provisions of competitive bidding are waived.
Emergency action is required to avoid any breaks in needed services.
As a State of Ohio entity, The Ohio State University College of Public Health is exempt from Contract Compliance requirements.
FISCAL IMPACT: These monies are budgeted within the Health Department Grants Fund budget, Fund No.
251.
Title
To authorize and direct the Board of Health to enter into contract with The Ohio State University to provide workforce development services, to waive the City Code provisions for competitive bidding, to authorize the expenditure of $45,857 from the Health Department Grants Fund, and to declare an emergency. ($45,857.00)
Body
WHEREAS, the Columbus Health Department has a need for workforce development services; and,
WHEREAS, emergency action is requested to avoid any break in needed services; and,
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to authorize this contract for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Board of Health is hereby authorized and directed to enter into contract with OSU for workforce development services for the period August 31, 2007 through August 8, 2008.
SECTION 2. That Section 329.11 of the Columbus City Code is hereby waived.
SECTION 3. That to pay the cost of said contract the expenditure of $45,857 is hereby authorized from the Health Department Grants Fund, Fund No. 251, Department No. 50, OCA 508045, Object Level One 03, Object Level Three 3336.
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
