Explanation
Background: This ordinance will enable the Director of Recreation and Parks to accept an Ingram-White Castle Foundation Grant in the amount of $25,000.00 from The Columbus Foundation to support job readiness and employment programming for youth through the APPS Job Readiness Program. Funds will directly support youth participants’ wages in the APPS Job Readiness Program.

Emergency Justification: Emergency action is requested as this grant will support the 2026 APPS Job Readiness Program already in progress.
Community input/issues: The grant will allow the Recreation and Parks Department to continue its long-standing commitment to serving youth through job readiness training, career mentorship, and hands-on work experience across the City of Columbus.
Benefits to the Public: The grant will allow youth to invest in career readiness programming and gain real-world work experience.

To authorize and direct the Director of the Recreation and Parks Department to enter into a grant agreement with The Columbus Foundation and accept a grant in the amount of $25,000.00 to support job readiness and employment programming for youth through the APPS Job Readiness Program; and to authorize the appropriation of $25,000.00 in the Recreation and Parks Grant Fund; and declare an emergency. WHEREAS, it is necessary to authorize and direct the Director of Recreation and Parks enter into a grant agreement with The Columbus Foundation and accept a grant in the amount of $25,000.00 for the APPS Job Readiness Program; and
WHEREAS, it is necessary to authorize the appropriation of $25,000.00 in the Recreation and Parks Grant Fund; and
WHEREAS, an emergency exists in the usual daily operations of the Department of Recreation and Parks in that it is immediately necessary to authorize the Director of Recreation and Parks to accept the granted amount as this grant will support the 2026 APPS Job Readiness Program already in progress, all for the immediate preservation of the public health, peace, property, safety and welfare;
NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Recreation and Parks Department is authorized and directed to enter into a grant agreement with The Columbus Foundation and accept a grant in the amount of $25,000.00 for the APPS Job Readiness Program.
SECTION 2. That from the unappropriated monies in Fund 2291 Recreation and Parks Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the grant period, the sum of $25,000.00 is appropriated upon receipt of an executed grant agreement per the attached funding template.
SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance
SECTION 4. That at the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.
SECTION 5. That funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.
SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
