Explanation
This legislation authorizes a modification to the design contract with Gannett Fleming Engineers and Architects for the General Engineering Bridges Project. The Ohio Department of Transportation (ODOT) changed the scope of the Hamilton Road Bridge over CSX railroad project after the plans were completed requiring the structure to be widened, including the approach pavement, and that the abutments be converted to semi-integral with elastomeric bearings. This bridge is south of I-70 and north of Groves Road. ODOT is paying for 100% of the new bridge construction, while the City of Columbus is responsible for 100% of the design cost.
This request is for additional design work necessary to complete the project. This work includes roadway plans, lighting, signal work, additional survey work, bridge plans, subsurface investigations, plan submissions, meetings, and right-of-way if authorized.
This modification includes $149,385.00 for the basic scope of the project and $23,457.00 for the right-of-way plans for a total contract modification amount of $172,842.00. This is the first contract modification for this project. The total contract amount with this modification will be $547,842.00
Gannett Fleming Engineering, Inc., Contract Compliance Number 23-2935505, Expiration Date July 15, 2005.
Fiscal Impact: The Transportation Division budgeted $146,000.00 in the 2004 Capital Improvements Budget for the design modification associated with the Hamilton Road Bridge over the railroad. This ordinance authorizes and expenditure of $172,842.00 from the Bridge Improvements Project in the 2004 CIB.
Emergency action is requested so that the consultant may continue working on this project and meet the current ODOT schedule.

To authorize the Public Service Director to modify and increase the General Engineering Bridges design contract with Gannett Fleming Engineering, Incorporated to modify the design of the Hamilton Road Bridge over CSX Railroad project for the Transportation Division; to authorize the expenditure of $172,842.00 from the 1995, 1999 Voted Streets and Highways Fund, and to declare an emergency. WHEREAS, Gannett Fleming Engineers, Incorporated, has a contract with the Transportation Division for the General Engineering Bridges project; and
WHEREAS, this contract in the amount of $375,000.00 was authorized by Ordinance 0634-01, passed June 24, 2001; and
WHEREAS, after stage 3 plans were submitted to the Ohio Department of Transportation for the Hamilton Road over Railroad project, ODOT required the existing structure be widened including approach pavement and abutments be converted to semi integral with elastomeric bearings; and
WHEREAS, the total modification amount is for $172,842.00 which would increase the total contract amount to $547,842.00; and
WHEREAS, funds for this modification are budgeted in the amount of $172,842.00; and
WHEREAS, an emergency exists in the usual daily operation of the Transportation Division, Public Service Department, in that it is immediately necessary to modify and increase this contract so that the consultant may continue working on this project and meet the current ODOT schedule, thereby preserving the public health, peace, property, safety and welfare, now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Public Service Director be and hereby is authorized to modify and increase an existing contract with Gannett Fleming Engineers and Architects, Incorporated, 4151 Executive Parkway Suite 350, Westerville, Ohio 43081 for the design of the Hamilton Road Over Railroad project for the Transportation Division in an amount not to exceed $172,842.00 per the terms and conditions on file in the office of the City Engineer, which are hereby approved.
SECTION 2. That the expenditure of $172,842.00 or so much thereof as may be necessary be and hereby is authorized to be expended from Fund 704, the 1995, 1999 Voted Streets and Highways Fund, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6682, OCA Code 644385 and Project 530301.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
