Explanation
Background:
To authorize the Director of the Recreation and Parks Department and the Real Estate Division to execute those documents necessary to purchase property for future park development.
This ordinance will provide funding to place a deposit for land acquisition through a Sheriff's Sale Auction. Final purchase price will be determined at auction and any remaining balance funded from the Voted 1995 and 1999 Parks and Recreation Bond Fund.
Emergency action is requested to have funding available for deposit on the day of the Sheriff's Sale Auction.
Fiscal Impact:
$35,000.00 is required and budgeted in the Recreation and Parks Special Purpose Fund.

To authorize the Director of the Recreation and Parks Department and the Real Estate Division to execute those documents necessary to purchase land on the west side of Columbus at a Franklin County Sheriff's Auction, to authorize the expenditure of $35,000.00 as a deposit on the day of the auction from the Recreation and Parks Special Purpose Fund, and to declare an emergency. Body
WHEREAS, the City of Columbus desires to purchase land for future park development; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to have funding for a deposit available on the day of the auction; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Recreation and Parks Department and the Real Estate Division be and are hereby authorized to purchase land for future park development.
Section 2. That the expenditure of $35,000.00, or so much thereof as may be necessary, be and is hereby authorized from the Recreation and Parks Special Purpose Fund No. 223, Dept. 51-01, as follows, to pay the cost thereof.

Section 3. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project; except that no transfer shall be so made from a project account funded by monies from more than one source.
Section 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after its passage if the Mayor neither approves nor vetoes the same.
