BACKGROUND:  Columbus Public Health has received an unrestricted donation of $5,000 from Bath & Body Works, Inc. (BBW), the personal care products division of Columbus-based Limited Brands.  BBW's intention for this award is to assist CPH to advance its objectives of keeping Columbus residents healthy and reducing the spread of illnesses.  BBW has also agreed to a "BAC2SCHOOL" marketing campaign for its antibacterial products that will include promotional materials to foster good hygiene among students.  The purpose of this legislation is to accept and appropriate these funds for the period March 1, 2010 through February 28, 2011.  
 
This ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible.  Up to date financial postings promote accurate accounting and financial management.
 
FISCAL IMPACT:  The Strategic Partnership Education Grant is intended to assist CPH to advance its objectives of keeping Columbus residents healthy and reducing the spread of illnesses.  This grant will not generate any revenues and does not require match monies from the City.

Body
WHEREAS, a $5,000 donation has been made available from Bath & Body Works, Inc., to advance Columbus Public Health's objectives of keeping Columbus residents healthy and reducing the spread of illnesses, for the period March 1, 2010 through February 28, 2011; and,
 
      WHEREAS, it is necessary to accept and appropriate these funds from Bath & Body Works, Inc., for the support of the Strategic Partnership Education program at Columbus Public Health; and,
 
      WHEREAS, this ordinance is submitted as an emergency so as to allow for the financial transaction to be posted in the City's accounting system as soon as possible.  Up to date financial posting promotes accurate accounting and financial management; and,
 
      WHEREAS, an emergency exists in the usual daily operation of the Health Department in that it is immediately necessary to accept these grant funds from Bath & Body Works, Inc., and to appropriate these monies to the Health Department for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.      That the Board of Health is hereby authorized and directed to accept  grant monies totaling $5,000 from Bath & Body Works, Inc., for the support of the Strategic Partnership Education program at Columbus Public Health for the period March 1, 2010 through February 28, 2011.
 
SECTION 2.      That from the unappropriated monies in the fund known as the Private Grants Fund, Fund No. 291, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the 12 months ending December 31, 2010, the sum of $5,000 is hereby appropriated to the Department of Health, Department No. 50-01, as follows:

SECTION 3.      That the monies appropriated in the foregoing Section 2 shall be paid upon the order of the Health Commissioner and that no order shall be drawn or monies paid except by voucher, the form of which shall be approved by the City Auditor.
 
SECTION 4.      That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
