1. BACKGROUND
This ordinance authorizes the Director of Public Service to enter into a professional services contract with Evans, Mechwart, Hambleton & Tilton, Inc. (EMH&T) in the amount of up to $500,000.00 for the Signals - General Engineering 2025 project.
The intent of this project is to provide the City of Columbus, Department of Public Service, additional resources that are necessary to perform various professional engineering, survey, and technical expertise for the department to complete capital budget commitments and to implement the Signals - General Engineering 2025 project, which includes traffic signal facilities design and associated tasks for the Department.
The Department of Public Service, Office of Support Services, solicited Requests for Proposals for the Signals - General Engineering 2025 contract. The project was formally advertised on the Vendor Services and Bonfire web sites from April 23, 2025 to May 21, 2025. The City received six (6) responses. All proposals were deemed responsive and were fully evaluated when the Evaluation Committee met on June 3, 2025. The responding firms were:

EMH&T received the highest score by the evaluation committee and will be awarded the Signals - General Engineering 2025 contract.
Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against EMH&T.
The certification of EMH&T was in good standing at the time the bid was awarded. All other associated subcontractor certifications were in good standing at the time the bid was awarded.

EMH&T’s contract compliance number is CC004214 and expires 11/08/2025.
3. FISCAL IMPACT
Funding for this contract is budgeted, available and appropriated within Fund 2265, the Street Construction Maintenance and Repair Fund.

To authorize the Director of the Department of Public Service to enter into contract with EMH&T for the Signals - General Engineering 2025 project; and to authorize the expenditure of $500,000.00 from the Street Construction Maintenance and Repair Fund. ($500,000.00)

WHEREAS, the Department of Public Service is engaged in the Signals - General Engineering 2025 project; and
WHEREAS, there is a need to enter into a professional services contract to provide for additional resources that are necessary to perform various professional engineering, survey, and technical expertise for the department to implement the Signals - General Engineering 2025 project, which includes traffic signal facilities design and associated tasks for the Department; and
WHEREAS, the Department of Public Service, Office of Support Services, solicited Requests for Proposals for the Signals - General Engineering 2025 project; and
WHEREAS, EMH&T submitted the best overall proposal for this project; and
WHEREAS, it is necessary to enter into a contract with EMH&T for the provision of professional engineering consulting services described above in the amount of up to $500,000.00; and
WHEREAS, it is necessary to authorize an expenditure of up to $500,00.00 from the Street Construction Maintenance and Repair Fund for the purpose of providing sufficient spending authority for the aforementioned project expenditure; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Public Service be and is hereby authorized to enter into a professional services contract with EMH&T, at 5500 New Albany Road, Columbus, Ohio 43054, for the Signals - General Engineering 2025 project in the amount of up to $500,00.00.
SECTION 2. That the expenditure of $500,000.00, or so much thereof as may be needed, is hereby authorized in Fund 2265 (Street Construction Maintenance and Repair Fund), Dept-Div 5913 (Traffic Management), in Object Class 06 (Capital Outlay) per the accounting codes in the attachment to this ordinance.
SECTION 3. That funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
