Explanation

BACKGROUND:   This ordinance authorizes the Director of Public Safety to renew and fund year two (2) of the existing two (2) year subscription contract with Laerdal Medical Corporation in the amount of $183,550.00 for the Division of Fire's Resuscitation Quality Improvement Program (RQI) subscription.

The current contract was authorized by Ordinance 3283-2024 that passed on December 9, 2024.  The Division of Fire has a need to continue its subscription to Laerdal Medical Corporation’s Resuscitation Quality Improvement Program to manage the division's paramedic CPR certifications and associated training.  This program will continue to assist the Fire Division in managing the CPR certifications of personnel using American Heart Association (AHA) training/certification professionals and portable simulation stations.  This program provides immediate feedback to improve performance, communicates metrics via tracking software that measures success, and will reduce the division's reliance on costly in-classroom recertification.

FISCAL IMPACT:  This ordinance authorizes an expenditure of $183,550.00 from the General Fund.  The Division of Fire expended $156,907.50 in 2024, $135,970.00 in 2023, $124,840.00 in 2022, and $118,360.20 in 2021 and 2020 for this subscription.

To authorize the Director of the Department of Public Safety to renew and fund year two (2) of the existing two (2) year contract with Laerdal Medical Corporation for a subscription to their Resuscitation Quality Improvement Program (RQI) for the Division of Fire; and to authorize the expenditure of $183,550.00 from the General Fund. ($183,550.00)

 

Body

WHEREAS, the current two (2) year contract between the City of Columbus, Department of Public Safety, Division of Fire and Laerdal Medical Corporation was originally authorized by Ordinance 3283-2024 for the first (1st) year of the two (2) year contract, and is subject to annual appropriation and approval by Columbus City Council; and

 

WHEREAS, it is necessary to authorize the Director of Public Safety, on behalf of the Division of Fire, to renew and fund year two (2) of the existing two (2) year contract with Laerdal Medical Corporation for a subscription to their Resuscitation Quality Improvement Program (RQI), in the total amount of $183,550.00; and

 

WHEREAS, Laerdal Medical Corporation’s Resuscitation Quality Improvement Program (RQI) manages the division's paramedic CPR certifications and associated training; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Department of Public Safety, on behalf of the Division of Fire, be and is hereby authorized to renew and fund the contract for year two (2) of the two (2) year contract with Laerdal Medical Corporation for access to their Resuscitation Quality Improvement Program (RQI). 

 

SECTION 2.  That the expenditure of $183,550.00, or so much thereof as may be necessary, is hereby authorized to be expended from the General Fund, per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5. This ordinance shall take effect and be in force from and after the earliest period allowed by law.
