Explanation

This ordinance authorizes the Office of Education to enter into a grant agreement with the Family Adolescent & Child Community Engagement Services (FACCES), a non-profit entity, to support their summer youth education program. FACCES is a non-profit organization whose mission is to place unique and pointed emphasis on each member of the community, with a priority on being child centered.  FACCES strives to be a hub for families to connect with resources that support them in leading healthy lives.

 

FACCES’ summer youth education program works to recognize, develop and enhance youth skills so they can navigate, persevere, and overcome the inherent challenges and risky behaviors that poverty exacerbates. Goals of the program include:

                     Competence in academic, social, executive function and/or work readiness skills

                     Confidence and/or a positive self-identity

                     Connection to community, family and/or peers

                     Character and/or positive values

                     Compassion and caring

                     Contribution

 

Fiscal Impact: This ordinance authorizes an expenditure of $170,000.00 from the general fund

($170,000.00).

 

Body

WHEREAS, Family Adolescent & Child Community Engagement Services is a non-profit organization whose mission is to place unique and pointed emphasis on each member of the community, with a priority on being child centered; and

 

WHEREAS, Family Adolescent & Child Community Engagement Services summer youth education program works to recognize, develop and enhance youth skills so they can navigate, persevere, and overcome the inherent challenges and risky behaviors that poverty exacerbates; and

 

WHEREAS, Family Adolescent & Child Community Engagement Services summer youth education program will help Columbus youth succeed is six specific areas; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Office of Education is authorized to enter into a grant agreement in the amount of $170,000.00 with the not-for-profit Family Adolescent & Child Community Engagement Services to support their summer youth education program.

 

SECTION 2. That the City Auditor is hereby authorized and directed to transfer $170,000.00, or so much thereof as may be needed, from the citywide (general fund) account, fund 1000, subfund 100010, per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That for the purpose stated in Section 1, the expenditure of $170,000.00, is hereby authorized in the citywide (general fund) per the accounting codes in the attachment to this ordinance.

SECTION 4. That this agreement is awarded pursuant to the relevant provisions of Chapter 329 of City Code relating to the process for awarding not-for-profit grant agreements.

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6. That the funds necessary to carry out the purpose of this ordinance are deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 7. That this ordinance will take effect and be in force from and after the earliest period allowed by law.
