Explanation

 

Background:

This ordinance will authorize the Director of the Recreation and Parks Department to enter into contract Zero Waste Event Productions to provide on-site recycling sorting, compost collections and material processing coordination during the 2025 Jazz & Rib Festival, CBUS Soul Fest and WinterFest Columbus; and to authorize the appropriation and expenditure of up to $53,454.99 from the Recreation and Parks Special Purpose Fund 2223.

Bid Waiver Justification:

Contractor provides a unique service that includes on-site recycling sorting, compost collections and material processing coordination. As well as post-event reporting to quantify the amount of waste collected and diverted from the landfill. Post-event reporting is a requirement of the Ohio Environmental Protection Agency (EPA) Grant, which is partially funding this service. It is impractical to bid this service since vendor is the sole source to perform this task. Therefore, the Department is requesting that the bidding requirements of Columbus City Code Chapter 329 be waived.

 

Fiscal Impact:

$53,454.99 is budgeted from the Recreation and Parks Operating Fund to meet the financial obligation of this contract.

Body

 

WHEREAS, it is necessary to authorize and direct the Director of Recreation and Parks to enter into contract with Zero Waste Event Productions to provide on-site recycling sorting, compost collections and material processing coordination during the 2025 Jazz & Rib Festival, CBUS Soul Fest and WinterFest Columbus; and

 

WHEREAS, it is necessary to authorize the appropriation and expenditure of $53,454.99 from the Recreation and Parks Special Purpose Fund 2223 per the account codes attached to this legislation; and

 

WHEREAS, it is in the best interest of the Recreation and Parks Department to waive the competitive bidding requirements of the Columbus City Code; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Recreation and Parks be and is hereby authorized and directed to enter into contract with Zero Waste Event Productions to provide on-site recycling sorting, compost collections and material processing coordination during the 2025 Jazz & Rib Festival, CBUS Soul Fest and WinterFest Columbus.

 

SECTION 2.  That the appropriation and expenditure of $53,454.99 or so much thereof as may be needed, is hereby authorized in Recreation and Parks Special Purpose Fund 2223 per the account codes in the attachment to this ordinance.

 

SECTION 3.  That this Council finds it in the best interests of the City to waive the competitive bidding provisions of City Code Chapter 329 to enter into this contract.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation. 

 

SECTION 5.  That the funds necessary to carry out the purpose of this ordinance are deemed appropriated and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
