Explanation

The purpose of this legislation is to authorize the Director of Public Utilities to extend and increase the contract with Duke's Root Control Inc. for Root Control Services for the Division of Sewerage and Drainage, Sewer Maintenance Operations Center. The additional funding for 2006 is based on forecasting of lines to be serviced during the contract period of fiscal year 2006.

The Sewer Maintenance Operations Center utilizes the contract for the application of chemical herbicide to kill and prevent re-growth of tree roots in sanitary sewer lines 8" to 36" in diameter. The Sewer Maintenance Operations Center intends to increase the use of the application in 2004. This modification will extend the current contract through  December 31, 2006. The original contract language allowed for the contract to be extended two (2) additional years on a year to year basis. This is the final modification option. The Division of Sewerage and Drainage will formally bid the contract in mid-2006

Title

Body

WHEREAS, the Director of Public Utilities opened bids for Root Control Services on July 23, 2003, and

WHEREAS, one (1) bid was received, Duke's Root Control Inc., and

WHEREAS, the Sewer Maintenance Operations Center utilizes the root control service for the application of chemical herbicide to kill and prevent re-growth of tree roots in sanitary sewer lines 8" to 36" in diameter, and

WHEREAS, the Division of Sewerage and Drainage wishes to modify EL-005332 with Duke's Root Control Inc. for Root Control Services, and

WHEREAS, the original contract language allowed for 2 renewals on a year to year basis and this request in the third and final contract modifications, now, therefore,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

Section 1. That the Director of Public Utilities be and is hereby authorized modify EL-005332 with Duke's Root Control Inc. for Root Control Services for the Division of Sewerage and Drainage.

Section 2. That the expenditure of $290,000.00 or so much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund No. 650, OCA 605089, Object Level 1: 03, Object Level 03: 3375.

Section 3. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
