Explanation
Background: This ordinance authorizes the transfer of funds within the employee benefits fund for the purpose of supporting the position of drug free workplace programs coordinator. Historically this position was funded through the Human Resources department's general fund budget. However, during 2003 it was decided that it would be more appropriate to fund the position through the employee benefits fund. An expenditure correction was made.
Emergency action is requested so that the needed transfer can be executed immediately.
Fiscal Impact: This legislation authorizes the transfer of $60,000 within the employee benefits fund.

WHEREAS, there is an immediate need to transfer funds within the employee benefits fund to support the services provided by the drug free workplace programs coordinator, and
WHEREAS, such transfer is needed to provide continuing services by the Employee Benefits / Risk Management Division of the Human Resources department and funds are available for this purpose, and
WHEREAS, for such reason an emergency exists in the usual daily operation of the Human Resources department, in that it is immediately necessary to transfer funds for the aforementioned purpose for the continuation of the program. Now therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the City Auditor be and hereby is authorized and directed to transfer $60,000.00 within the Employee Benefits Fund, Dept/Div 46-02, fund 502, as follows:

SECTION 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
