Explanation
Background:
This legislation will authorize the City Attorney to accept the Stalking and Cybercrime Grant #05-JAG-2010 from the Franklin County Board of Commissioners, Office of Justice Programs, for the Stalking and Cybercrime investigation programs.
A stalking specialist, cyber crime investigator and project coordinator will work together with the Prosecution section of the City Attorney's Office to provide police agencies in Franklin County and the public with assistance in the areas of stalking and cyber crime and provide training in stalking identification and victim response.
Emergency action is requested to allow for the earliest possible commencement of the grant program.

To authorize the acceptance a grant from the Franklin County Board of Commissioners, Office of Justice Programs, and appropriation of said funds in the amount of One Hundred Twenty-five Thousand Dollars for the funding of the Stalking and Cyber crime units, and to declare an emergency. WHEREAS, the Franklin County Board of Commissioners, Office of Justice Programs, has awarded the City of Columbus, City Attorney's Office, a grant in the amount of One Hundred Twenty-five Thousand Dollars for grant the Stalking and Cybercrime Grant 05-JAG-2010; and
WHEREAS, an emergency exists in the daily operation of the City Attorney's Office in that it is necessary to immediately accept and appropriate the grant funds in order that the services supported may commence and for the preservation of the pubic health, peace, property, safety and welfare, and, now therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO
SECTION 1. That the City Attorney is hereby authorized to accept a grant in the amount of One Hundred Twenty-five Thousand Dollars ($125,000.00) from the Franklin County Board of Commissioners, Office of Justice Programs for the Stalking and Cybercrime Grant 05-JAG-2010.
SECTION 2. That from the unappropriated monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the project award period the sum of One Hundred Twenty-five Thousand Dollars ($125,000.00) is appropriated as follows: department 2401, Stalking and Cybercrime Grant, grant number 246001, fund number 220, organizational cost account 246001, object level 3 - 1100 the amount of $68,650.00 and object level 3 3336 the amount of $56,350.00.
SECTION 3. That funds appropriated in the foregoing Section 2 shall be paid upon order of the City Attorney and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
