Explanation

 

BACKGROUND:The purpose of the South Linden Neighborhood Plan is to establish a series of guidelines that will manage future improvements, investments and actions within the South Linden neighborhood.  The plan will be used as a principal reference document by city divisions and departments, developers, the South Linden Area Commission and other community representatives, the Development Commission, and City Council when making decisions concerning South Linden.

 

The Planning Division worked with a Planning Committee consisting of neighborhood representatives to identify the specific issues impacting the neighborhood. 

 

A public open house was held on October 7, 2003.  Additionally, the South Linden Area Commission endorsed the plan on October 21, 2003. 

 

FISCAL IMPACT:  No funding is required for this legislation.

 

 

Title

 

To adopt the South Linden Neighborhood Plan as a guide for future improvements, investments and actions within the South Linden neighborhood.

 

 

Body

 

      WHEREAS, the purpose of the South Linden Neighborhood Plan is to guide future improvements, investments and actions within the South Linden neighborhood; and

 

      WHEREAS, the boundaries of the South Linden Neighborhood Plan are as follows:  Hudson Street on the north, railroad/Joyce Avenue on the east, railroad on the south, and Interstate 71 on the west.  The area coincides with the boundaries of the South Linden Area Commission; and

 

      WHEREAS, the Planning Division worked cooperatively with a Planning Committee consisting of neighborhood representatives to identify the specific issues impacting the neighborhood; and

 

      WHEREAS, numerous meetings with the planning committee and the South Linden Area Commission and a public open house were held as part of the public planning process; and

 

      WHEREAS, recommendations included in the South Linden Neighborhood Plan address economic development, public safety, aesthetics of the neighborhood, community involvement, traffic and circulation, and housing; and

 

      WHEREAS, the following groups have reviewed the plan and have recommended its adoption by City Council: South Linden Area Commission and Columbus Development Commission; now, therefore,

 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

 

                           Section 1.      That the South Linden Neighborhood Plan is hereby adopted to serve as a guide, for both the community and the city of Columbus, as to future improvements, investments and actions within the South Linden neighborhood.

 

                           Section 2.     That the Development Commission and all departments and divisions of the City administration are hereby authorized and directed to use the South Linden Neighborhood Plan to initiate projects that will implement the provisions of the plan.

 

                           Section 3.     That the Department of Development is directed to monitor the use of the South Linden Neighborhood Plan, and to present to City Council any amendments necessary to keep the plan up-to-date.

 

                           Section 4.     That copies of the South Linden Neighborhood Plan shall be kept on file in the Department of Development, Planning Division.

 

                           Section 5.     That this ordinance shall take effect and be in force from and after the earliest period allowed by law
