Explanation
BACKGROUND: Ordinance No. 0715-2023 authorized the Board of Health to enter into a contract with Equitas Health to continue a partnership to support the community-wide comprehensive harm reduction program called Safe Point. This ordinance authorizes the Board of Health to modify the existing contract with Equitas Health to continue a partnership to support the community-wide comprehensive harm reduction program called Safe Point. The existing contract is for the period from January 1, 2023 through December 31, 2023. The contract modification is for the period from August 30, 2023 through December 31, 2023, modifying the scope of services only to allow for outreach, education and harm reduction services to people who inject drugs (PWID). Harm reduction services shall be offered at 1267 West Broad St., Columbus, Ohio 43222, and/or from the Mobile Unit at physical locations of partner agencies.
FISCAL IMPACT: There is no additional funding required for this modification.

WHEREAS, Columbus Public Health has a current contract with Equitas Health; and
WHEREAS, in order to ensure continued and additional services provisions, it is necessary to modify the scope of services of an existing contract with Equitas Health for the provision of harm reduction services to allow for outreach, education and harm reduction services to people who inject drugs (PWID). Harm reduction services shall be offered at 1267 West Broad St., Columbus, Ohio 43222, and/or from the Mobile Unit at physical locations of partner agencies.; and
WHEREAS, the modified contract period is from August 30, 2023 through December 31, 2023, modifying the scope of services only; and
WHEREAS, no additional funding is required for this modification; and
WHEREAS, it has become necessary in the usual daily operation of the Alcohol and Drug Services Division of Columbus Public Health to perform the Safe Point harm reduction services; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Board of Health is hereby authorized and directed to modify an existing contract with Equitas Health for the provision of harm reduction services, for the period of August 30, 2023 through December 31, 2023, modifying the scope of services only.
SECTION 2. That this modification is in accordance with relevant provisions of Chapter 329 of the Columbus City Codes.
SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
