Background: This ordinance authorizes the Director of the Department of Public Safety, on behalf of the Division of Fire, to modify and extend the contract with ZOLL Medical Corporation that was authorized by Ordinance No. 0607-2024, and to fund said contract modification and extension. The original contract term is for a three (3) year period ending July 7, 2026; the contract includes two (2) additional one (1) year modification and extension periods. The ZOLL Medical Corporation CaseReview service is for cloud-based detailed post-case data that is accumulated from ZOLL Medical Corporation’s defibrillators/monitors. In 2020, the Columbus Division of Fire standardized to ZOLL Medical Corporation’s defibrillators/monitors. ZOLL Medical Corporation’s proprietary cloud-based software is designed to work with ZOLL Medical Corporation’s defibrillators/monitors to collect data from the defibrillators/monitors. The Division utilizes this collected data to improve EMS protocols. The original contract totaled $25,891.11 over the three (3) year contract period with annual payments of $8,630.37. This ordinance will authorize the first contract modification and extension to provide funding in the amount of $8,630.37 for a total contract expenditure of $34,521.48 and will extend the contract for an additional one year to July 7, 2027.

2. Reasons additional goods/services could not be foreseen: The original contract was written as a three (3) year agreement with two (2) additional one (1) year modification and extension periods.

Reason other procurement processes are not used: ZOLL Medical Corporation is the provider and sole owner of both the Division of Fire’s defibrillators/monitors and the CaseReview software that analyzes data from the defibrillators/monitors. The proprietary CaseReview software is designed by ZOLL Medical Corporation to work with their defibrillators/monitors.
4. How the cost of the modification was determined: The cost of the two (2) additional one (1) year modifications were defined in Zoll Medical Corporation’s quote that is part of the existing contract. By including the cost for the two (2) additional one (1) year modification and extension periods at the time of the original contract, the Division of Fire was able to secure the annual price as defined in the quote at that time, which price has increased in the interim, resulting in a savings to the City of Columbus.

FISCAL IMPACT: This ordinance authorizes an expenditure of $8,630.37 from the General Fund, for the expense for this contract modification and extension between the Columbus Division of Fire and ZOLL Medical Corporation for 2026. The Division of Fire spent $8,630.37 in 2025, 2024, and 2023 each year for this service. The total contract expenditure including this legislation is $34,521.48.

($8,630.37)

WHEREAS, the Fire Division utilizes ZOLL Medical Corporation’s defibrillators/monitors on its emergency medical and first responder vehicles; and
WHEREAS, there is a need for the Division of Fire to utilize ZOLL Medical Corporation’s CaseReview cloud-based detailed post-case data collected from the Division of Fire’s ZOLL defibrillators/monitors to improve the survival rate of members of the public in need of emergency medical care; and
WHEREAS, it is necessary in the usual daily operation of the Department of Public Safety to authorize the Director of Public Safety, on behalf of the Division of Fire, to modify and extend the Division of Fire’s existing contract with ZOLL Medical Corporation to continue access to ZOLL’s proprietary cloud-based software that collects data from the defibrillators/monitors for post case analysis, and to add funds in the amount of $8,630.37 for the aforementioned services; and, NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Public Safety be and is hereby authorized to modify and extend the Division of Fire’s existing contract with ZOLL Medical Corporation for its CaseReview cloud-based post-case data services to add additional funding in the amount of 8,630.37and to extend the contract term for one year to July 7, 2027.
SECTION 2. That the expenditure of $8,630.37, or so much thereof as may be necessary, is hereby authorized to be expended from the General Fund, per the accounting codes in the attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. This ordinance shall take effect and be in force from and after the earliest period allowed by law.
