BACKGROUND: This legislation seeks to authorize the Director of Finance and Management to enter into a contract with Ketchum & Walton Company for the purchase and installation of Acoustical Panels for the Police Training Academy. The purchase of these acoustical panels will reduce the noise reverberation in the gymnasium. This reduction will improve communication and provide hearing conservation while in this space.
An additional authorization of $82,060.00 is needed to appropriate funds in the Police Continuing Professional Training Fund to cover the cost of this purchase.
Bid Information: The formal bid process was utilized to obtain pricing. Formal Bid RFQ031362 was opened on October 23, 2025. There were two bidders placing offers, Red Vest Supply LLC and Ketchum & Walton Company. The lowest and most responsive bidder was determined to be Ketchum & Walton Company. This bid was submitted for $82,060.00.
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

Emergency Designation: Emergency legislation is requested so that the Division of Police may immediately enter into a contract to obtain and acoustical panels for the safety of personnel and recruits during training.
FISCAL IMPACT: This ordinance authorizes an appropriation and expenditure of $82,060.00 from the Special Revenue Fund, entitled the Police Continuing Professional Training Fund with Ketchum & Walton Company for the Division of Police.

WHEREAS, the Division of Police wishes to enter into a contract for the purchase and installation of acoustical panels with Ketchum & Walton Company; and,
WHEREAS, Ketchum & Walton Company, was determined to be the lowest and most responsive bidder to RFQ031362; and,
WHEREAS, an additional appropriation is needed to cover costs associated with the Police Continuing Professional Training Fund; and,
WHEREAS, sufficient funds are available in the Special Revenue Fund; and,
WHEREAS, the expenditure of $82,060.00 will be funded through Special Revenue Fund, entitled the Police Continuing Professional Training Fund; and,
WHEREAS, an emergency exists in the usual daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to authorize the Director of Finance and Management to enter into a contract with Ketchum & Walton Company, for the purchase and installation of acoustical panels, to maintain personnel and recruit training safety, for the immediate preservation of the public peace, property, health, safety, and welfare; NOW THEREFORE:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance and Management, be and is hereby authorized to enter into a contract with Ketchum & Walton Company, the purchase and installation of wrestling and wall mats at the Division of Police Training Academy.
SECTION 2. That additional funds of $82,060.00 is appropriated in the Police Continuing Professional Training Fund.
SECTION 3. That the expenditure of $82,060.00, or so much thereof as may be needed, is hereby authorized in the Special Revenue Fund, entitled the Police Continuing Professional Training Fund, in object class 02 general supplies and 03 professional services, per the accounting codes in the attachment to this ordinance.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.
SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
