Explanation
The purpose of this legislation is to authorize the Director of Public Utilities to purchase (25) ArcFM Viewers software from Telvent USA LLC d/b/a Schneider Electric. This software will provide the Power Division with a mobile mapping solution to work with their existing GIS data. The Power Division needs the ability to trace out circuitry and fixed assets in the field using GIS data via their laptop while being in a disconnected environment.  
 
The Division of Power's GIS data in its native format for a mobile mapping solution would not work with other tested products in their current data format. The requested software, ArcFM Viewer is solely owned and produced by Telvent USA, Inc. and will work with the existing data format thus requiring minimal effort for a mobile mapping solution.
Telvent has the exclusive responsibility of distributing and supporting the ArcFM Solution products. The source code for Telvent products is proprietary and is not made available to anyone outside of Telvent. Telvent USA, Inc. is the developer of the software and has a partnership with Schneider Electric to provide the product and support.  This legislation is being submitted in accordance with the Sole Source provisions of the Columbus City Code Section 329.07(e).
The quote for the purchase of the (25) ArcFM Viewer's was given on 3/19/2014.     
 
SUPPLIER:  Schneider Electric (54-1393332) Expires 2/26/2016
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.  
 
FISCAL IMPACT:  There is sufficient budget authority for this purchase. This legislation includes the cost for existing software licenses.  There were no expenditures for this in 2013 or 2012.

WHEREAS, the Division of Power is in need of a mobile mapping solution to work with their existing GIS data program to trace out circuitry and find assets in the field using GIS data via laptops while being in a disconnected environment, and
WHEREAS, a quote was received on March 19, 2014 for 25 Arc FM Viewers from Telvent USA LLC d/b/a Schneider Electric, and
 
WHEREAS, there is a need to purchase 25 ArcFM Viewer's for the Division of Power, and
WHEREAS, Telvent USA LLC d/b/a Schneider Electric has the exclusive responsibility of distributing and supporting the ArcFM Solution products, and
WHEREAS, this legislation is being submitted in accordance with the Sole Source provisions of the Columbus City Code Section 329.07(e); now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1. That the Director of Public Utilities be and is hereby authorized to enter into an agreement with Telvent USA LLC d/b/a Schneider Electric for  ArcFM Viewers for the Division of Power.
SECTION 2. That the expenditure of $12,375.00 or so much thereof as may be needed, be and the same hereby is authorized from the Division of Power Operating Fund, Fund No. 550, Department/Division 60-07, as follows:

Amount not to exceed: $12,375.00
Total Amount: $12,375.00
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That this Council finds it to be in the best interest of the City of Columbus to pass this legislation in accordance with the Sole Source provisions of Columbus City Code Section 329.07 (e).
SECTION 5. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
