Explanation
Background: The City already has a contract with the Mid-Ohio Regional Planning Commission to develop a Seven-County Regional Growth Strategy, currently focused on integrating such recent planning efforts as MORPC's Long Range Transportation Plan, COTA's Vision 2020, and the work of the 21st Century Growth Policy Team. In conjunction with that work, the City of Columbus and Grandview Heights desire to engage MORPC to conduct a study of the Dublin Road and Grandview Avenue intersection area to help the cities develop a joint economic approach to guide redevelopment of the area.
Emergency action is requested so that the contract with MORPC can be amended immediately.
Fiscal Impact: City Council amended the 2005 budget to earmark funds specifically for Job Growth Initiatives. City Council deems it appropriate to allocate $15,000 of those funds to amend an existing contract with MORPC. Grandview Heights will contribute a similar amount for the project.

WHEREAS, the City already has a contract with the Mid-Ohio Regional Planning Commission to develop a Seven-County Regional Growth Strategy, currently focused on integrating such recent planning efforts as MORPC's Long Range Transportation Plan, COTA's Vision 2020, and the work of the 21st Century Growth Policy; and
WHEREAS, the City of Columbus and Grandview Heights desire to engage MORPC to conduct a of the Dublin Road and Grandview Avenue interesection area to help the cities develop a joint economic approach to guide redevelopment of the area; and
WHEREAS, it is appropriate to amend a current MORPC contract to conduct this work; and
WHEREAS, City Council amended the 2005 budget to establish a Jobs Growth Fund to make strategic investments in projects that will ultimately create and retain jobs within the City, and Council deems this project an appropriate use of $15,000 of said fund; and
WHEREAS, the City of Grandview Heights will contirbute a similar amount of $15,000 for project; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to appropriate funds and amend contract DL010654 with Mid-Ohio Regional Planning Commission for the preservation of the public health, peace, property, safety and welfare; now therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the City Auditor be and is hereby authorized and directed to appropriate $15,000 in the Jobs Growth Fund, Fund 015, to the Development Department, Planning Division, Division No. 44-06, Object Level One 03, Object Level Three 3336, OCA Code 446015.
Section 2. That the Director of Development is hereby authorized to amend contract DL010654 with the Mid-Ohio Regional Planning Commission for the purpose of conducting a study of the Dublin Road and Grandview Avenue interesection area to help the cities develop a joint economic approach to guide redevelopment of the area.
Section 3. That the expenditure of $15,000 or so much thereof as may be necessary, be and is hereby authorized to be expended from the Department of Development, Planning Division, Division No. 44-06, Jobs Growth Fund, Fund 015, Object Level One 03, Object Level Three 3336, OCA Code 446015.
Section 4. That this contract is awarded in accordance with Chapter 329.15 of the Columbus City Codes, 1959.
Section 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
