Explanation
Background:
This ordinance authorizes the Director of the Office of Violence Prevention to enter into spring youth programming grant agreements with the following registered 501c3 nonprofit organizations for the listed amount. The total combined amount distributed to the 31 listed organizations shall be $850,000.00. The funding for these agreements were encumbered on ACPO011432 per ordinance 3474-2024.
These grant awards will be used to expand quality spring programming for youth residing within the City of Columbus geographical boundaries. Funding will support local, registered 501c3 non-profit organizations in providing programming that will expand opportunities for Columbus youth to enhance safe and effective non-violent conflict resolution skills, increase emotional intellectual development, assist in community enrichment with a violence prevention focus, and provide safe spaces for youth. The term of these grant agreements will begin on March 1, 2025 and will end on June 30, 2025. All grants shall be paid to awardees in advance.

Emergency Designation: Emergency action is requested to ensure that the agreements are in place and that the expanded quality spring programming for youth will commence in March 2025.
Fiscal Impact: $850,000.00 has been previously encumbered on ACPO011432 per Ord. 3474-2024 and is available for use.

To authorize the Director of the Office of Violence Prevention to enter into advance-pay grant agreements with 31 local registered 501c3 non-profit organizations in support of spring youth programming; and to declare an emergency. ($0.00)
Body
WHEREAS, the Office of Violence Prevention desires to enter into advance-pay grant agreements with 31 local registered 501c3 non-profit organizations, as listed above, to help fund spring 2025 youth programming in Columbus; and
WHEREAS, Ordinance 3474-2024, passed on December 16, 2024, authorized the encumbrance and expenditure of funds for this purpose; and
WHEREAS, funds for the above-described contracts are encumbered and available for the above-mentioned purpose on ACPO011432; and
WHEREAS, an emergency exists in the usual daily operation of the Office of Violence Prevention in that it is immediately necessary to authorize the Director to enter into non-profit grant agreements with the above listed 501c3 organizations so that they may immediately provide spring programming opportunities, that will expand opportunities for Columbus youth to enhance safe and effective non-violent conflict resolution skills, increase emotional intellectual development, assist in community enrichment with a violence prevention focus, and provide safe spaces for youth, all for the immediate preservation of the public health, peace, property, safety, and welfare; and NOW, THEREFORE:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1: That the Director of the Office of Violence Prevention be and is hereby authorized to enter into advance-pay grant agreements in the following amounts with the respectively listed registered 501c3 non-profit organizations for Spring 2025 programming opportunities, the term of which will begin on March 1, 2025 and will end on June 30, 2025. The aggregate total of all grants shall be $850,000.00.

SECTION 2. That the expenditure of $850,000.00, or so much thereof as may be needed in regard to the action authorized in Section 1, is hereby authorized from ACPO011432
SECTION 3. That the monies in the foregoing Sections shall be paid upon order of the Director of the Office of Violence Prevention, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
