This legislation authorizes reimbursement to Franklin County, Ohio in the amount of $500,000.00 for a roadway construction project on New Albany Road West and Central College Road. This project consists of the construction of New Albany Road West from Central College Road to New Albany Road and widening Central College Road west from the existing widened section of New Albany Road East to the Columbus Corporation limit (see the attached map). This project will be built under a contract administered by the Franklin County Engineer. This project is being partially funded by an Ohio Public Works Commission grant to Franklin County (maximum amount $2,200,000.00) awarded in January 2002. The total project cost is estimated at $6,442,000.00. The local share committed to by the City of Columbus is $500,000.00 and is now to due to the Franklin County Engineer.
FISCAL IMPACT: Funding is available in the 1995, 1999 Voted Streets and Highways Fund in the Urban Infrastructure-Transportation project. Emergency action is requested to provide timely payment to Franklin County.

To authorize the Public Service Director to into contracts with the Franklin County Engineer for the City's local share contribution in the construction of New Albany Road West and Central College Road project, to reimburse the Franklin County Engineer for costs incurred during the construction thereof, to authorize the expenditure of $500,000.00 from the 1995, 1999 Voted Streets and Highways Fund for the Transportation Division and to declare an emergency. WHEREAS, the Director of the City of Columbus Development Department has endorsed the Franklin County's New Albany Road West and Central College Road project and the Transportation Division has deemed this project necessary and desires to enter into an agreement with the Franklin County Engineer to have him construct this project, and
WHEREAS, the limits of this project are New Albany Road West from Central College Road to New Albany Road and widening Central College Road west from the existing widened section of New Albany Road East to the Columbus Corporation boundary, and
WHEREAS, the City will be responsible for reviewing and approving construction plans and contractor bids for this project, and
WHEREAS, upon its completion the City will be responsible for maintaining the portion of this project that falls within the Columbus corporate limits, and
WHEREAS, an application for funding was submitted to the Ohio Public Works Commission by the Franklin County Engineer that was approved in January 2002 in an amount equal to thirty-four percent (34%) of the total project cost up to a maximum amount of $2,200,000.00, and
WHEREAS, the local contribution committed by the City through the OPWC application for this project is $500,000.00 and is now due to the Franklin County Engineer; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Public Service Director be and hereby is authorized on behalf of the City of Columbus to enter into contracts with the Franklin County Engineer necessary to complete construction of New Albany Road West and Central College Road project for the Transportation Division.
SECTION 2. That the Public Service Director be and hereby is authorized to issue payment to the Franklin County Engineer in the amount of $500,000.00 for the costs related to this project.
SECTION 3. That the expenditure of $500,000.00 be and hereby is authorized from Fund 704, 1995, 1999 Voted Streets and Highways Fund, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6631, OCA Code 644385, Project 440005 for this purpose.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
