Explanation
The Transportation Division recently completed a project consisting of the resurfacing of Schrock Road from 161 feet east of Ambleside Drive to Cleveland Avenue.
The City had previously legislated funding prior to the commencement of the project based on the estimated construction costs. After the project was completed the actual project cost was higher than the estimate and therefore it is necessary to provide additional funding to this project. To accomplish this it is necessary to transfer funds into this grant to balance and close the grant. This legislation authorizes the transfer of funds from fund 766 to fund 765 for the Transportation Division.
Fiscal Impact: Additional matching funds are required in the amount of $24,581.69 due to the actual project cost exceeding the cost estimate prior to construction. Funds are available in the Street and Highway Improvement Fund to transfer into the Schrock Road Grant in Fund 765. This ordinance transfers this money to the Federal State Highway Engineering Fund and authorizes the expenditure within fund 765.
Emergency action is requested to follow appropriate accounting procedures and provide for the expeditious close-out of this Schrock Road Grant.

To appropriate $24,581.69 within the Streets and Highway Improvement Fund; to authorize the City Auditor to transfer $24,581.69 from the Streets and Highway Improvement Fund to the Federal State Highway Engineering Fund and to appropriate those funds; to authorize the expenditure of these funds for the closeout of the Schrock Road Resurfacing project; and to declare an emergency. WHEREAS, the Schrock Road Resurfacing (FRA-710-1.87) project was recently completed; and
WHEREAS, upon completion of the project the actual construction cost exceeded that of the estimate prepared prior to the construction; and
WHEREAS, it is now necessary to transfer funds into this grant in order to provide additional funds for the City match portion of this project and close the grant; and
WHEREAS, an emergency exists in the usual daily operation of the Transportation Division, Public Service Department, in that it is immediately necessary to transfer and appropriate said funds to follow appropriate accounting procedures and provide for expeditious grant close-out, thereby preserving the public health, peace, property, safety and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 2. That from the unappropriated monies in the Street & Highway Fund 766 and from the monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2007, the sum of $24,581.69 be and hereby is appropriated to the Transportation Division, Department No. 59-09, Object Level One Code10, Object Level Three Code 5501, OCA Code 065565 and Project 766999.
SECTION 3. That for the purpose of reimbursing the Schrock Road Grant, additional funds are required for the City Match of this grant and to close the grant, the sum of $24,581.69 be and hereby is authorized to transfer between funds as follows:

That from the unappropriated monies in the Federal State Highway Engineering Fund, Fund 765, and from the monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2007, the sum of $24,581.69 be and hereby is appropriated to the Transportation Division, Department No. 59-09, Object Level One Code 06, Object Level Three Code 6631, OCA Code 565001 and Grant 565001.
SECTION 5. That for the purpose of providing the remaining City match for this project and closing out this grant the sum of $24,581.69, or so much thereof as may be needed, be and hereby is authorized to be expended from Fund 765, the Federal State Highway Engineering Fund, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6631, OCA Code 565001 and Grant 565001.
SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
