Explanation
 
Background: The Historic Resources Commission is charged with identifying structures of historic and architectural significance, maintaining a list of these structures and other historic resources, and providing regulations through design review. With these goals in mind, the Columbus Register of Historic Properties was created.
 
An application has been made by residents/property owners Robert Palmer and Beth Hunker (Applicants) to list the Old Beechwold neighborhood in the Columbus Register of Historic Properties. Proper notice was given as required by Columbus City Code Chapter 3117 and a public hearing was held by the Historic Resources Commission on August 24, 2010. Based on the historic and architectural information provided in the submitted nomination, the Historic Resources Commission recommended that the Old Beechwold Historic District be listed in the Columbus Register of Historic Properties.
 
The Old Beechwold neighborhood is being nominated to the Columbus Register of Historic Properties under Criteria A, C, and D.
 
Criterion A:  The design or style of the property's exterior and/or interior is of significance to the historical,   architectural, or cultural development of the city, state or nation.
 
Criterion C:  The property is identified as a significant work of an architect, artisan, engineer, landscape architect, or builder whose individual work has influenced the historical, architectural, or cultural development of the city, state, or nation.
 
Criterion D:   The property demonstrates significant craftsmanship in architectural design, detail, or use of materials.
 
That the properties located within the boundaries of the Old Beechwold Historic District in the City of Columbus, County of Franklin, State of Ohio, and being more particularly described as follows:
 
Beginning at a point of the intersection of the centerline of North High Street and the south right of way of Riverview Park Drive thence in northerly direction along the centerline on North High Street to the intersection of the centerline of North High Street and Rathbone Avenue, thence in a westerly direction along the southern line of Rathbone Avenue to the east boundary of the Olentangy River, thence southerly along the east boundary of the Olentangy River to a point 16 feet west of the southwest corner of parcel #010-083979, thence east to the point of the beginning.  
 
Fiscal Impact:  No funding is required for this legislation.

Body
 
WHEREAS, the Historic Resources Commission is charged, in part, with identifying structures of historic and architectural significance, maintaining a list of these structures and other historic resources, and providing regulations through design review; and
 
WHEREAS, the Historic Resources Commission maintains a roster of Listed Properties entitled the Columbus Register of Historic Properties; and
 
WHEREAS, in compliance with C.C. 3117.04 (B), a duly authenticated nomination for listing the Old Beechwold neighborhood in the Columbus Register of Historic Properties was filed with the Historic Resources Commission; and
 
WHEREAS, in accordance with C.C. 3117.061 (A) (1) and (B) proper notice was given; and
 
WHEREAS, a public hearing was held by the Historic Resources Commission on August 24, 2010, at which time the Historic Resources Commission reviewed the nomination to determine whether the Old Beechwold neighborhood is qualified for listing in the Columbus Register of Historic Properties under Criteria A, C, & D of C.C. 3117.05; and
 
WHEREAS, the standards for Criterion 'A' state, "The design or style of the property's exterior and/or interior is of significance to the historical, architectural, or cultural development of the city, state or nation"; and
 
WHEREAS, the standards for Criterion 'C' state, "The property is identified as a significant work of an architect, artisan, engineer, landscape architect, or builder whose individual work has influenced the historical, architectural, or cultural development of the city, state, or nation"; and
 
WHEREAS, the standards for Criterion 'D' state, "The property demonstrates significant craftsmanship in architectural design, detail, or use of materials"; and
 
WHEREAS, the Historic Resources Commission has determined that the Old Beechwold neighborhood is qualified for listing in the Columbus Register of Historic Properties under Criteria A, C, & D of C.C. 3117.05 and therefore recommends approval of the nomination to Columbus City Council; now, therefore,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
     Section 1.      That Council finds that all pertinent terms of Chapter 3117, Columbus City Codes, 1959, have been met for the nomination of the Old Beechwold Historic District, including those as to notice and designation criteria, and that the property should be listed in the Columbus Register of Historic Properties.
 
     Section 2.     That the properties located within the boundaries of the Old Beechwold Historic District in the City of Columbus, County of Franklin, State of Ohio, and being more particularly described as follows: Beginning at a point of the intersection of the centerline of North High Street and the south right of way of Riverview Park Drive thence in northerly direction along the centerline on North High Street to the intersection of the centerline of North High Street and Rathbone Avenue, thence in a westerly direction along the southern line of Rathbone Avenue to the east boundary of the Olentangy River, thence southerly along the east boundary of the Olentangy River to a point 16 feet west of the southwest corner of parcel #010-083979, thence east to the point of the beginning.  
 
      Section 3.     That the City Clerk is directed to certify a copy hereof to the City Historic Preservation Officer.
 
     Section 4.     That the Historic Preservation Officer is hereby authorized and directed to have said designation recorded in the official records of the Franklin County Recorder.
 
      Section 5.     That the Historic Resources Preservation Officer, on behalf of the Historic Resources Commission, is hereby authorized and directed to enter the Old Beechwold neighborhood, in the Columbus Register of Historic Properties as an historic district, no. 14 (CR-60).
 
      Section 6.     That the Historic Preservation Officer be and hereby is authorized and directed to maintain a roster of Listed Properties entitled the Columbus Register of Historic Properties.
 
      Section 7.      That the Historic Preservation Officer be and hereby is authorized and directed to give written notice of the designation to the owners, the Commission, and the Development Department Building Services Regulations Division.
 
     Section 8.     That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
